The Accounting Technician II Position is responsible for maintaining accounting records of fixed assets.  Specific duties include:

  • Maintaining and verifying accounting records, documents and forms for accuracy and completeness of fixed assets, which includes Department transfers, disposition of fixed assets, junk and/or surplus property, correction of discrepancies of manufacturer, model numbers and/or serial numbers, deletion of temporary asset numbers, assignment of all fixed asset numbers, disposition of missing assets, and retirement of fixed assets.

  • Verifying equipment invoices and processing for payment into the North Carolina Financial System (NCFS).

  • Utilizing the state's E-Procurement system to resolve problems with field contacts and the Purchasing Department to process equipment and inside sales invoices.

  • Generating reports pertaining to fixed assets for the entire Department, including the Annual Equipment Report for all of the Department locations.

  • Monthly balancing asset additions against the General Ledger Expenses.

Public contact is also essential in this position as Department employees contact this position with inquires on fixed assets, how to handle invoices or other issues and vendor contact regarding invoicing questions, statements, payment and/or credit on fixed assets.

The employee in this position must possess knowledge of basic mathematical computations and have the ability to understand, interpret and apply the laws and regulations pertaining to calculations, financial records and postings.  This position will identify and correct routine and recurring financial problems, referring more complex problems to a higher level.  In addition, this position prepares standard financial statements and reports.  The employee must possess the ability to present financial information clearly and concisely in oral and written form.

This is a full-time position (40 hours per week) with State Benefits.

This position qualifies for teleworking on a part-time basis as part of a State Teleworking Program. Any telework will be under the conditions of the State Teleworking Program Policy, and the employer may end any teleworking arrangement at any time at the employer's sole discretion.

The salary grade for this position is NC06.  State employees are encouraged to apply for positions of interest even if the salary grade is the same as, or lower than, their current position.  If selected for this position, a new salary will be recalculated taking into consideration the quantity of relevant education and experience, funding availability, and internal equity.  Based upon these factors, a pay increase MAY result.

About the Controller's Office

The Controller's Office ensures that all department financial resources and funds are received, disbursed, recorded and accounted for in accordance with all applicable State and Federal Laws and Regulations, Generally Accepted Accounting Principles (GAAP) and Department Policy and Procedures.  The Controller's Office at the agency level has oversight responsibility of the North Carolina Financial System (NCFS) in regards to transactions which affect the financial responsibility of this department and is accountable to the Office of the State Controller for the integrity of that data.

To qualify for this position, applicants must document on the application that they possess ALL of the following:

KSAs

  • Accounts Payable experience.

  • Accounting experience relating to fixed assets, inventory, and/or purchasing.

  • Experience using E-Procurement and/or some other electronic purchasing/billing system.

  • Experience in using Microsoft Word and Excel.

  • Experience using the North Carolina Accounting System (NCAS), and/or the North Carolina Financial System (NCFS), and/or other electronic accounting system.

Associate's degree in Accounting from an appropriately accredited institution and one year of accounting experience;

or

High school diploma or General Educational Development (GED) diploma and three years of experience in accounting work;

or
