As an Accounting Technician you will provide analysis, validation, processing, and correction of financial transactions and issues/ discrepancies involving the full range of accounting services. Incumbent uses a complete understanding of inter-related work systems across multiple functional areas and their interoperability to ensure the validity and accuracy of all obligations, disbursements, collections/deposits, and adjustments related to financial records.

MAJOR DUTIES (This is NOT an all-inclusive list): Performs broad in-depth analysis on multiple management systems and applies this information to complicated precedent type cases to resolve especially difficult and sensitive, out of balance conditions associated with processing actions within accounting systems. Analyzes and evaluates data to conduct a variety of fiscal reconciliations, reviews, and account adjustments. Reconciles accounting and budget data with Program Managers and the USPFO Deputy Financial Manager/Budget Officer. Reconstruct inaccurate accounts, gathers and organizes information for inquiries and resolves problems referred by managers, employees, congressional inquiries, etc.

SPECIALIZED EXPERIENCE: At least one year of specialized experience equivalent to the GS-07 grade level or civilian equivalent; 1) which includes In-depth or broad knowledge of a body of accounting procedures and techniques to understand and work with a total accounting system which involves different programs that generate a large variety of transactions; 2) Knowledge of extensive and diverse accounting regulations, operations, and procedures governing a wide variety of types of related transactions to resolve nonstandard transactions, complaints, or discrepancies, provide advice, or perform other work that requires authoritative procedural knowledge; 3) Knowledge of general ledger and subsidiary accounts in an account structure requiring a number of asset and liability control accounts and considerable subdivision of accounts; 4) Knowledge of and ability to analyze the interrelationship of accounts that are affected by varied transactions to monitor accounts; 5) Knowledge of the interrelationships of accounts and the effort of debit and credit transactions on the overall system of ledgers; 6) Knowledge of accounting terminology and procedures to enter, modify, retrieve, correct, and delete information in a computerized accounting and general ledger system as well as to trace discrepancies and resolve problems.

A Certified Public Accountant (CPA) certification with a bachelor's degree in a financial or business related field may substitute for the bachelor's degree in accounting. 3. A Certified Public Accountant (CPA) certification is preferred. 4. Excellent organizational skills and demonstrated ability to manage detailed information efficiently and accurately. 5. Requires at least two years of supervisory experience. 6. Requires paying close attention to detail to perform all tasks. 7. Demonstrate the ability to use a personal computer, with substantial knowledge and use of Windows, and experience in word processing and spreadsheets. Preference will be given to candidates who have experience using Windows 2010, Microsoft Excel, Word, Outlook, and Oracle PeopleSoft. 8. Demonstrate strong oral and written communication skills. 9. Demonstrated ability to communicate tactfully and with emphasis on customer service. 10. Excellent prioritization, time management, and organization skills. 11.
