The Fiscal Operations Division of the Alaska Court System (ACS) seeks an organized and self-motivated individual to join us as an Accounting Technician 2 (range 14).

The Position

The successful applicant will serve as the Revenue/Trust/Restitution Unit lead and trial court account reconciler under the general supervision of the Court Accounting Analyst. This position performs technical and specialized examination, verification, maintenance and reconciliation of court accounting data.

This position may be flexibly-staffed to Accounting Technician 3.  Progression to the higher level may occur when the incumbent: 1) successfully completes a specified training plan; 2) meets all other specified terms of the flexible staffing agreement; 3) meets the minimum qualifications of the higher level; 4) is certified by the supervisor as capable to perform at the higher level; and 5) is approved by the Human Resources Department.  Upon approval, the incumbent may flex to salary range 16.

Regular job duties include the following:

  • Examine, verify, summarize, maintain and reconcile receipts, deposits, checks, merchant statements for funds processed through the case management system for 39 court locations and administration;

  • Review and process accounting documents for accuracy; routinely serve as Fiscal's department liaison to court bookkeepers, rural court trainers, magistrate judges, and other staff regarding policies, practices, and procedures;

  • Verify and disburse all post-judgment restitution collection transactions and garnishment efforts; interface with and provide customer service to defendants and victims to ensure timely payment of judgments; 

  • Assist bookkeepers with researching complex accounting discrepancies and advise on appropriate remedies; manage Help Desk calls related to accounting requests and functions;

  • Account for monies collected by courts that are deposited into court's trust account and the state's general fund; accumulate revenue transaction information and enter into the state's accounting system;

  • Review documents related to monies collected by courts that are deposited on behalf of other government entities; process disbursements of funds related to state and city revenues and prepare journal entries.

  • Assist in developing and maintaining accounting policies and procedures manual for court staff;

  • Coordinate timely submission of Unclaimed Property Reports;

  • Special projects as assigned by the Accounting Supervisor, Finance Officer, or Chief Financial Officer.

  • Occasional travel may be required to outlying areas for training and/or audit purposes.

Who Are We Seeking?

You will possess some or all of the following knowledge, skills, and abilities:

  • Knowledge of automated accounting systems;

  • Knowledge of financial accounting software such as IRIS and ALDER;

  • Working knowledge of general record keeping and accounting practices and terminology, including techniques and methods used in reconciliation of accounts and auditing;

  • Ability to read, understand, explain, and apply complex rules, regulations and procedures;

  • Ability to search for, select, and compile data and information and identify discrepancies or inaccuracies in data and make corrections;

  • Ability to train and/or lead staff.

Work Hours

Full-time court employees currently work 37.5 hours per week.  The work hours for this position are Monday - Friday, 8:00 a.m. to 4:30 p.m. with a one-hour lunch break.

A high school diploma or General Educational Development (GED) certificate AND two years of technical accounting work experience AND the ability to type at least 40 words per minute (net).

The required technical accounting work experience is met by service as a Senior Accounting Clerk with the Alaska Court System, or equivalent experience with another employer.

OR

A high school diploma or General Educational Development (GED) certificate AND certification as an Accounting Technician from an accredited college AND one year of technical accounting work experience AND the ability to type at least 40 words per minute (net).

OR

An associate's degree in accounting, business administration, or a closely related field AND the ability to type at least 40 words per minute (net).
