QUALIFICATIONS:

  • A Bachelor's Degree from an accredited college or university in Accounting, Finance, or a related field; AND
  • At least six (6) years of full-time paid professional governmental accounting experience that includes general ledger work and GAAP financial statement preparation for a governmental entity, within the last 8 years; AND
  • At least two (2) years of full-time paid supervisory experience.

DESCRIPTION OF MAJOR JOB DUTIES:

Under the direct supervision of the Division Director and Assistant Division Director of Financial Reporting, the Supervisor of Accounting is responsible for managing and ensuring accuracy in general accounting and annual financial reporting functions, including financial statements. Duties include: oversight of the maintenance of County funds and accounts using the JD Edwards Accounting System; oversight of cost accounting functions and transactions including cost allocation, journal entry and approval, ledger reconciliation, indirect cost and property accounting, along with other related financial documents; The Supervisor of Accounting assists County departments and divisions with special projects, accounting problems, design of suitable systems of internal controls, interim and year-end accruals, reporting and close out functions. The Supervisor of Accounting also manages staff, handles special projects and performs other related duties as assigned.

VIEW JOBS 1/20/2019 12:00:00 AM 2019-04-20T00:00 Description The Office of the Chief Financial Officer is seeking to fill a Supervisory Accountant IV position within the Office of the Treasury. The Supervisory Accountant IV is a supervisory position that involves getting work done through others (i.e., the direction of subordinate employees in the performance of work) with accountability to agency management for the quantity and quality of the work done, and for assuring efficient and economical work operations. Supervisory functions include a range of duties and responsibilities for planning, organizing and reviewing work, administering human resources matters, and dealing effectively with employees and union representatives about employee-management concerns. Subordinates include Supervisory Accountants, Accountants, and other professional and paraprofessional staff who perform accounting work. Accountants advise on, administer, supervise, or perform professional accounting work that requires application of accounting theories, concepts, principles, and standards to the financial activities of governmental, quasi-governmental, or private sector organizations. The work includes: designing, developing, operating, or inspecting accounting systems; prescribing accounting standards, policies, and requirements; examining, analyzing, and interpreting accounting data, records, and reports; and advising or assisting management on accounting and financial management matters. Three major functions performed by an Accountant include financial reporting, cash management and internal controls, and cost accounting. Examples of Duties Supervises a subordinate staff of supervisors, professionals, and paraprofessionals who perform accounting work. Plans work to be accomplished by subordinates; Sets priorities and prepares schedules for completion of work; Assigns work to subordinates based on priorities, selective consideration of the difficulty and the requirements of the assignments, and the capabilities of employees; Evaluates performance of subordinates; Gives advice, counsels, or instructions to individual employees on both work and administrative matters; Interviews candidates for positions in his unit; Makes recommendations for appointment, promotion, or reassignment involving such positions; Hears and resolves complaints from employees; Refers group grievances and the more serious complaints not resolved to higher level supervisors; Recommends minor disciplinary measures such as warnings and reprimands; As needed, consults with specialists on training needs, and deciding on training problems related to the units supervised; Identifies developmental and training needs of employees in consultation with the Chief Learning Officer; Provides or makes provision for such development and training. Minimum Qualifications Education Bachelor's degree from an accredited college or university with major course of work in accounting, finance, business administration, statistics, or a closely related field. Such education must include at least twenty-four (24) semester (36 terms) credits of coursework in accounting and statistics (21 hours in accounting and 3 hours in statistics). Experience Must have a minimum of five (5) years total experience: Four (4) years of direct experience in accounting and one (1) year in a supervisory capacity over accounting professionals. Supervisory Accountant IV must demonstrate proficiency with integrated word processing and spreadsheet functions. License / Certificates Possession of a Certified Public Accountant (CPA) certification or Certified Management Accountant (CMA) certification may be required.
