Description of Work
This Accounting Specialist is located in the Controller's Office with the North Carolina Department of Adult Correction. Position assists with the monthly processing of payroll for approximately 20,500 permanent employees.
Each month, numerous insurance coverage changes are processed and updated. The individual in this position must execute the assigned responsibilities exercising the highest degree of knowledge, experience and organizational skills possible. The monthly budget for the payroll expenditures for this agency is $121,000,000.00.
The agency's payroll is centralized within the Payroll Unit. The Department of Adult Correction uses the BEACON/HR system (SAP) maintained by the Office of the State Controller.
This position assists in directing and managing the affairs of the Payroll unit to ensure fiscal accountability and record keeping in all payroll related functions. This position in conjunction with the Payroll Director is responsible for receiving, analyzing and interpreting all transactions involving payroll and is responsible for creating the necessary files, both electronic and manual, to maintain documentation of those transactions for audit purposes.
The Accounting Specialist in conjunction with the Payroll Director must ensure that the Department's employees are compensated accurately and promptly for time worked, that their payroll deduction changes or additions are handled satisfactorily.
This position performs a significant amount of audit and review to enhance internal controls and minimize the risks of incorrect payments including review time error reports from OSC and overpayments. Position will oversee the review of SAP/BEACON time error reports and time eval reports, ensuring that Sections/Locations are sent the report for corrections and that follow-up with Sections/Locations is done.
Common errors involve leave without pay issues and special leave issues. Overpayments made to employees in error must be reimbursed to the Department. Overpayments are tracked in a WEB based system designed by the Department. When appropriate overpayments are reported to the Attorney General's Office, NC Department of Revenue and collection agencies.
The Accounting Specialist will oversee and help develop and review SAP/BEACON reports to identify issues with employees on Leave of Absence. These issues can include such things as; time not entered through end of month by payroll deadline, work time entered while employee is on LOA, indicating reinstatement may not have been worked, or identifying employees out for more than 15 days for which an LOA action has not been completed.
This position will handle all dual employment processing, whether the Department is the parent agency or the borrowing agency. The Department enters into agreements with BEACON and non-BEACON agencies.
This position will help oversee special overtime projects. The Payroll Unit is responsible for processing many types of payroll transactions that are not common to many agencies.
Direct Deposit of funds is available to all Department employees. Payroll is responsible for resolving any problems that may arise with direct deposits.
The employee in this position must be knowledgeable of the various types of biweekly and off cycle payrolls, their deadlines and the policies and procedures that govern them. Biweekly payrolls are processed every two weeks.
Off Cycle payrolls are processed between Biweekly payrolls. The Payroll Unit must handle all problems and questions related to payroll operations. This position is responsible for the research and collection of data requested by employees, the State Retirement System, the State Auditor's Office, Internal Revenue Service and other agencies as needed relative to selected personnel and payroll matters. Position answers questions of bank personnel, auditors, state employees, human resources staff, budget staff, and other payroll staff.
This is a full-time position (40 hours per week) with State Benefits. The work schedule is Monday
This position qualifies for teleworking on a part-time basis as part of a State Telework Pilot Program. More information on this arrangement may be obtained at the time of interview. Any telework will be under the conditions of the state Teleworking Program Policy and the employer may end any teleworking arrangement at any time at the employer's sole discretion.

If selected for this position, a new salary will be recalculated taking into consideration the quantity of relevant education and experience, funding availability, and internal equity. Based upon these factors, a pay increase MAY result.
About the Department of Adult Correction (DAC)
The North Carolina Department of Adult Correction is responsible for the care, custody, and supervision of all adults sentenced after conviction for violating North Carolina laws. This department includes State Prisons, Correction Enterprises, Division of Community Corrections, and Reentry Programs and Services.

To qualify for this position, applicants must document on the application that they possess ALL of the following:

Minimum Education and Experience Requirements
Bachelor's degree in accounting, business administration, or other curriculum that would provide a core curriculum in financial management coursework from an appropriately accredited institution;
or
Associate s degree in accounting from an appropriately accredited institution and three (3) years of accounting or auditing experience;
or
High school or General Educational Development (GED) diploma and four (4) years of experience as an accounting technician, three of which must have been at an advanced technical level
or
an equivalent combination of education and experience.
