This position utilizes general and specific knowledge of HUD occupancy, accounting policies and procedures, data management and related activities. This position involves a variety of accounting and financial management assignments requiring problem solving ability. This is an hourly position. The Accounting Specialist HUD Organizations is expected through training and experience to exercise independent judgment with the supervision of the Assistant Controller.
Knowledge, Abilities and Skills
Knowledge of generally accepted accounting principles
Knowledge of and ability to use personal computers in a Windows environment including Microsoft Office, QuickBooks, and other software programs as necessary
Ability to learn, understand and apply HUD accounting rules and regulations
Knowledge of and skill in performing accounting procedures and practices required in an effectively operated office
Ability to develop and maintain administrative systems
Willingness to learn and apply mental health service delivery concepts as they relate to interactions with clients
Ability to maintain confidentiality
Skill in time management and organization of job activities
Ability to communicate in a clear and effective manner orally and in writing
Education and Experience
Possession of an associate's degree in accounting (bachelor's degree preferred), plus QuickBooks certification; or equivalent level of experience.
Two years' positively-referenced relevant work experience in the accounting field.
Experience with HUD accounting rules and regulations preferred.
Valid driver's license or alternative transportation plan
Oversee accounting for HUD organizations.
Maintain a general ledger system for each of the HUD organizations.
Ensure accuracy and timeliness of financial reporting.
Prepare journal entries and analyze financial reports.
Monitor and reconcile bank accounts for all HUD organizations.
Monitor cash flows on a monthly basis.
Monitor operating and capital expenditures.
Perform reconciliation of rents and subsidies.
Perform all accounts payable functions for all HUD organizations using QuickBooks.
Ensure compliance with HUD accounting regulations by continuing education, training and research.
Provide accounting information, feedback, and financial reports to Assistant Controller, CFO and others as requested.
Maintain security of HUD accounting files, policies and notebooks.
Prepare and maintain required accounting tracking reports; subsidies, rents, reserve for replacement, residual receipts, surplus cash, amortization, receivables, payables and fixed assets.
Prepare for annual external financial audits for all HUD organizations.
Develop, prepare and submit annual operating budgets to HUD for review and approval.
Perform other duties as assigned.
