Job Description and Duties

Are you good with numbers and passionate about using your accounting education in a meaningful way? CalRecycle is looking for an Accounting Officer (Specialist) to join our team! We manage a large number and variety of funding types which can provide you with opportunity to gain valuable experience,expand your knowledge auditing invoices; payment and encumbrance for multi-funded contracts and grow in your state accounting career.

Under the general supervision of the Accounting Administrator I, Supervisor (Accounts Payable Unit), the Accounting Officer, Specialist will be responsible for performing a variety of professional accounting duties of average difficulty associated with processing all State Department and University contracts including training, courier, legal and segment of complex contract invoices in FI$Cal. This position will also assist with Government Claim memorandum and correspondence.

You will also ensure Accounts Payables are maintained and processed in the manner required pursuant to the State Administration Manual, Government Codes, Department procedures and the Prompt Payment Act. Additionally, you will actively participate in system control processes, and perform the average reconciliations of payable operations and subsidiary document balances. Work with contract managers, liaisons, accounting staff, and SCO as a subject matter expert to resolve discrepancies.

Maintain hard agreements and payment requests as applicable. This includes recording transactions such as payments, retentions, and document balances in a tracking log. Perform contract purchase order reconciliation.

The incumbent is responsible for researching and taking corrective action for various types of accounting entries because of errors. Applicant must have effective oral and written communication skills, be able to take direction from supervisor or lead employee and be able to work independently. Regular and punctual attendance is required.

This is an excellent opportunity to gain valuable experience in accounting operations, including researching reverting year documents, encumbrances, multi-funded contracts, and working with continuous appropriations. Additional duties and functions may be assigned as needed such as assisting with other team member's processing workloads whenever appropriate and practical.

This position may be eligible for hybrid telework under Government Code 14200 for eligible applicants residing in California, subject to the candidate meeting telework eligibility criteria set forth in the CalEPA telework policy and/or future program need. Employees not residing in California are not eligible for telework. Regardless of telework eligibility, all employees may be required to report to the position's designated headquarters location, as indicated on their duty statement, at their own expense

Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

1.Knowledge and experience with Accounts Payable Process, including 1-2 years of processing payments against multi-funded contracts.

2.Knowledge and experience with accounts payable, auditing, researching, analyzing situations, solving complex problems, expenditure tracking, reconciliation, and or preparation of accounting batches or reports.

3.Experience in accounting/ financial record keeping, and knowledge of accounting principles and procedures associated with California's accounting structure (e.g., accounts payables).

4.Experience with financial accounting systems such as FI$Cal, QuickBooks, or similar software.

5.Education as it relates to accounting or other related fields such as business/ economics or finance.

6.Experience with Microsoft Outlook, Excel, Word, Pivot Table, and Adobe.

7.Knowledge and/or experience with policies, procedures, and regulations; understanding of state fiscal policy, Uniform Codes Manual (UCM), and the State Administrative Manual (SAM).
