The Division of Finance (DOF) performs management and oversight of the annual budget and spending for VDSS. It provides guidance for the departments' financial policies and ensures fiscal compliance with state and federal regulations. The Division of Finance is also responsible for processing financial transactions for VDSS and reporting the results of those transactions to local agencies, field offices, state, and federal entities.

We are currently seeking an experienced professional to serve as one of the Accounting Managers for the Division of Finance, reporting to the General Accounting Manager Senior.

This position's responsibilities and duties will include but are not limited to:

  • Supervise direct reports and is responsible for the performance management, coaching and hiring within the team.

  • Oversee general ledger accounts activity in FAAS/Cardinal systems, ensuring accuracy of information, resolution of discrepancies and accuracy of reports.

  • Reconcile daily SNAP EBT accounts with contractor, VaCMS, and ASAP systems.

  • Manage and organize CCDF Warrant Registers for liens and court ordered withholdings.

  • Assist manager to ensure compliance, preparing and analyzing numerous financial/management reports to accomplish agency and Finance goals.

  • Manage general ledger reconciliation process and prepare financial reports which reflect agency's daily financial position; ensure transactions are in accordance with agency, federal and state guidelines/policies.

  • Serve as Cardinal point of contact for training, journal entry and ATA processing, general ledger reconciliations and system balancing.

  • Ensure accuracy of cash, appropriation and allotment status on a day-to-day basis and report findings to higher management

  • Manage the General Accounting Section in the absence of the General Accounting Manager Senior as required.

  • Strengthen internal control and federal/state compliance by implementing into daily operations Uniform Guidance 2 CFR Part 200

  • Provide direct support to the Division of Finance, VDSS Executive leadership as needed, other division directors, program managers and staff, as well as external partners and stakeholders.

Minimum Qualifications

  • Experience providing daily supervision of staff.

  • Working knowledge of Generally Accepted Accounting Principles (GAAP).

  • Experience interpreting and applying state policies, procedures, laws, and regulations in relation to compliance requirements as mandated in the Commonwealth Accounting Policy & Procedures Manual (CAPP).

  • Experience keying transaction/running queries and reports with financial accounting systems, i.e., FAAS, Oracle Financials, PeopleSoft, Cardinal.

  • Working knowledge of reconciliation processes to include researching and analyzing differences and preparing and submitting correcting journal entries.

  • Experience applying fund accounting to financial transactions.

  • Working knowledge of General Ledger accounts, financial reporting, preparing, and understanding accounting transactions.

  • Experienced in training individuals and/or a group on policy, procedures, and/or systems.

  • Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint, Outlook, etc.).

  • Demonstrated ability to work in teams, work effectively under pressure and make decisions and recommendations to enhance processes, operations, and staff.

  • Demonstrated ability to interact with and fulfill the needs of internal and external customers/stakeholders in a professional manner.

  • Demonstrated ability to communicate professionally and effectively orally and in writing.

Additional Considerations

  • Considerable experience in supervision, fund accounting, general ledger, and financial applications/systems.

  • Experience training individuals and/or a group on financial policies, procedures and/or systems.
