Richard Bland College (RBC) is a two-year, residential, liberal arts transfer institution that focuses on preparing students for transfer to highly ranked colleges and universities. The College is a hidden gem located outside the Tri-Cities region-and its rural setting featuring 750+ acres of wetlands, bucolic forest, and the state's oldest and largest pecan grove.

The Accounting Manager is responsible for general accounting & compliance. The Accounting Manager is a forward-thinker that can provide leadership and oversight for compliance, financial reporting, external reporting, internal controls and grant functions of the College. This position will assist in/oversee the preparation of the College's internal and external financial reporting, including but not limited to monthly financial reporting, annual Financial Statements, annual ARMICS compliance, working with other outside agency requirements, along with other advanced analytical/interpretive reports.

Duties include, but are not limited to:

  • Supervising direct reports and responsibility for the performance management, coaching and hiring within the team.

  • Ensuring compliance with all applicable accounting and financial management standards.

  • Managing all internal controls, including overseeing of ARMICS requirements and certification.

  • Assisting the Controller with the preparation/submission of College's annual financial statements and ACFR schedules.

  • Assisting the Controller with coordinating responses completely and accurately to internal/external auditors.

  • Assisting the Controller with the college's budgeting functions, including DPB's Performance Budgeting System submissions.

  • Overseeing the college's general accounting and fixed asset functions, ensuring journals are accurate and reconciliations, including payroll reconciliations, are completed in a timely manner and certified with sufficient supporting documentation.

Minimum Qualifications

  • Comprehensive knowledge of financial accounting, reporting; demonstrated understanding of GAAP, GASB and/or FASB

  • Knowledge of and experience overseeing, preparing and presenting financial reports such as annual financial statements

  • Knowledge of ensuring internal controls and compliance practices/regulations

  • Highest standards of honesty and integrity

  • Strong communication skills

  • Ability to analyze issues, interpret policy/procedures and propose viable solutions to management

  • Ability to work well with a diverse group of individuals

  • Ability to manage multiple tasks and perform detailed work

  • Experience providing daily supervision of staff.

  • Experience in training individuals on policies, procedures, and/or systems.

Additional Considerations

  • Advanced Degree in Accounting, Business Administration, or a related field

  • Experience building effective and collaborative relationships at all levels of an organization

  • Experience with Banner, Peoplesoft/Cardinal Finance

  • CPA or Certified Governmental Financial Manager

  • Commonwealth of Virginia Higher Education experience a plus
