Accounting Manager (Finance)

Position will be open until filled.

GENERAL PURPOSE: Plans, coordinates, and manages the City's accounting functions; administers the City's fixed asset system; maintains the City's chart of accounts; compiles and analyzes financial data; prepares and submits financial reports; coordinates and participates in audit processes; prepares and maintains audit schedules; and supervises assigned personnel.

PRIMARY DUTIES AND RESPONSIBILITIES:

• Oversees and coordinates the City's accounting functions including fixed asset management, auditing, and financial reporting.

• Participates in the development, implementation, and administration of Accounting policies and procedures; establishes goals, objectives, and priorities for area of responsibility.

• Supervises, trains, and evaluates the performance of assigned personnel; monitors and ensures staff compliance with departmental policies, procedures, and applicable regulatory requirements.

• Responds to various types of accounting inquiries; provides technical guidance and/or accounting assistance to Finance staff and other City departments.

• Administers and maintains the City's fixed asset system; prepares related journal entries, schedules, reports, and documentation.

• Manages, updates, and maintains the City's chart of accounts; records and reviews journal entries.

• Provides assistance in maintaining and monitoring the accuracy of the City's financial records; performs monthly and year-end closing.

• Compiles and analyzes financial data; prepares and submits a variety of financial reports as required by State agencies including cash reports, sales tax returns, court costs, and arrest fees.

• Coordinates and participates in the City's annual audit processes; prepares various types of audit schedules; assists external auditors in the preparation of audit reports.

• Signs payroll and accounts payable checks within designated limits of authority.

• Regular and timely attendance is required.

• Other duties as assigned.

MINIMUM QUALIFICATIONS:

Education and Experience:

Bachelor's Degree in Accounting, Business Administration, or related field; AND five years governmental accounting experience, including two years' supervisory experience; OR an equivalent combination of education and experience. Master's Degree in Accounting, Business Administration, or related field desired.

Required Licenses or Certifications:

• CPA certification desired.

• Must possess a valid Texas Driver's License.

• Applicants with an out-of-state driver license must provide an original certified driving record from the state of driving licensure.

Required Knowledge of:

• Finance operations, policies, and procedures.

• Principles and practices of accounting.

• Regulations and standards governing municipal accounting activities.

• Accounting/finance records, reports, and documentation.

• Audit processes and procedures.

• Fixed asset management principles.

• Supervisory principles, practices, and methods.

Required Skill in:

• Managing and coordinating the City's accounting functions.

• Monitoring and ensuring compliance with regulations governing municipal accounting activities.

• Compiling/analyzing financial data and preparing a variety of financial records and reports.

• Coordinating and participating in annual audit processes.

• Administering the City's fixed asset system.

• Supervising, leading, and delegating tasks and authority.

• Establishing and maintaining cooperative working relationships with staff, City departments, outside agencies, and external auditors.

Physical Demands / Work Environment:
