This position performs professional accounting work in the preparation and maintenance of the City's general fiscal records and reports. Manages accounts payable, accounts receivable and payroll staff. Provides leadership on assigned and sequences under general supervision. The incumbent works within a general outline of work to be performed, and develops work methods.

The work is sedentary and involves walking or standing some of the time and involves exerting up to 10 pounds of force on a recurring basis or routine keyboard operations. The work requires the following physical abilities to perform the essential job functions: mental acuity, speaking, and talking.

Work environment involves exposure to no known environmental hazards; and is safe and secure and may periodically have unpredicted requirements or demands.

Essential Job Functions

  • Provides professional accounting support in the preparation and maintenance of City fiscal records and reports;

  • Manages accounts payable team; accounts receivable functions, and payroll team;

  • Supervises the maintenance of payroll data, tax information, and all areas of payroll processing for the City of Columbia;

  • Develops and implements training for AP, AR, and payroll staff;

  • Prepares financial transactions on a daily, monthly and yearly basis;

  • Assists in maintaining the general ledger for City funds; balances and reconciles general ledger accounts; prepares, reviews and adjusts journal entries;

  • Review and approve Accounts payable invoices, check runs, and void batches;

  • Performs or reviews accounts receivable and payable reconciliation and analysis;

  • Prepares employers quarterly 941 federal tax returns and quarterly SC state withholding tax return;

  • Prepares monthly deposit and quarterly contribution reports summary for SC Retirement Contributions;

  • Processes, compiles, reviews and distributes employee's annual W-2 wage and tax statements;

  • Assures confidentiality of employee information concerning payroll;

  • Leads the teams in system upgrades and new software implementations;

  • Collects, prepares and reviews a variety of financial information for external agency reporting requirements; gathers and prepares financial information for all departments as needed;

  • Receives and responds to inquiries, concerns, complaints and requests for assistance from City personnel, elected officials and citizens regarding general City financial matters;

  • Performs general clerical work as required, including but not limited to attending meetings, preparing reports and correspondence, entering and retrieving computer data, copying and filing documents, sending and receiving faxes, answering the telephone, etc.;

  • Attends training, meetings, seminars and/or workshops to enhance job knowledge and skills; and

  • Performs other related duties as assigned.

Qualifications

MINIMUM REQUIREMENTS TO PERFORM WORK:

  • Bachelor's degree in accounting or closely related field;

  • Six (6) years of relevant prior experience;

  • Valid South Carolina Class "D" Driver's License.

Knowledge, Skills, and Abilities

  • Knowledge of personal computer equipment working in a mainframe environment as well as skill in the use of Microsoft Office suite preferred, utilizing Outlook, word processing and spreadsheet software programs;

  • Knowledge of algebra working with such factors as exponents, logarithms, linear and quadratic equations; concepts of analytic geometry, differentiation and integration of algebraic functions; statistics, applying such functions as frequency distribution, reliability, validity and correlation techniques; finance and economics using financial and econometric models;

  • Ability to gather, organize, analyze, examine or evaluate data or information and may prescribe action based on such data or information;

  • Ability to coordinate work involving guidelines and rules, with constant problem-solving;

  • Ability to read technical instructions, procedures, manuals and charts to solve practical problems; composing routine reports and specialized reports, forms and business letters with proper format and grammar; speaking compound sentences using normal grammar and word form;

  • Ability to apply principles and practices in a wide range of administrative, technical or managerial methods in the solution of administrative or technical problems; or the coordination of entry-level managerial work; requires general understanding of operating policies and procedures and the ability to apply these to complex administrative problems; requires continuous, close attention for accurate results or frequent exposure to unusual pressures; and

  • Ability to guide others, requiring frequent decisions affecting co-workers and others who depend on the service or product; works in a somewhat fluid environment with rules and procedures but with many variations from the routine.
