As Director, IFRS 17 & Accounting Projects, the incumbent will be responsible for leading John Hancock's implementation of IFRS 17 "Insurance Contracts". John Hancock's implementation of IFRS 17 is part of Manulife's global program to begin parallel reporting using this new accounting standard in 2020.

IFRS 17 will require insurers to present their financial information from a whole new perspective that brings greater comparability and transparency about the profitability of our insurance businesses. Implementing IFRS 17 is a huge undertaking requiring coordination between Finance, Actuarial, and IT to upgrade systems, processes, and controls. It also offers us the opportunity to gain new insights into our businesses and improve process efficiency.

Key Responsibilities:

  • Serve as a member of the global IFRS 17 implementation team and assist with strategy and solution identification as it relates to John Hancock

  • Collaborate with Finance, Actuarial and IT to review the current end to end financial reporting process and identify required changes to systems, processes and controls

  • Establish a pilot program to assess operational readiness and financial impacts for sample product lines

  • Design analytical tools for testing and analyzing IFRS 17 pilot program results

  • Support broader efforts to develop IFRS solutions using insights gained from the pilot program

  • Provide updates to senior management and the global implementation team

  • Support IFRS 17 education and training

  • Complete other special projects and analyses, as requested

Knowledge, Skills, Competencies:

  • Bachelor's Degree in Accounting or Finance, CPA required

  • Prior insurance industry or financial services experience required

  • Advanced knowledge of IFRS accounting standards is a plus

  • 10 years of accounting/finance experience

  • Prior supervisory experience and project management experience preferred but not required

  • Understanding of reinsurance is a strong plus

  • Understanding of risks and controls

  • Excellent analytical, research, and problem-solving skills

  • Strong written and oral communication skills

  • Must be a team player, self-starter, well-organized, innovative, and possess a high level of initiative

  • Comfortable working with senior levels of management and able to cope in a fast paced, dynamic work environment

  • Demonstrated ability to work independently and establish priorities to meet tight deadlines

  • Ability to work in a complex financial environment

  • Big picture perspective with strong attention to detail

  • Exercise and demonstrate sound professional judgment

This position will report to the Finance Director. AGENCY OVERVIEW The Committee for Public Counsel Services (CPCS) is the state Agency in Massachusetts responsible for providing legal services to indigent persons in criminal and civil matters in which the law requires the appointment of counsel for any person who cannot afford to retain counsel. The Agency provides representation in criminal, delinquency, youth offender, child welfare, mental health, sexually dangerous person and sex offender registry cases, as well as appeals and post-conviction cases related to those matters. POSITION OVERVIEW The Accounting Manager supports the Finance unit working directly for the Finance Director. The Accounting Manager is responsible for the comprehensive oversight and implementation of Agency accounting policies and procedures. They will ensure compliance with the relevant requirements and guidelines of the office of the State Comptroller (CTR), the Operational Services Division (OSD), Administration and Finance, and the Committee for Public Counsel Services. This role includes managing the following activities: employee reimbursements, vendor management, contracts, encumbrance management, trust and grant fund management, accounts receivable, payroll related accounting activities, general accounting and other special projects as assigned. Qualifications MINIMUM ENTRANCE REQUIREMENTS: * Bachelor's degree, preferably in Business, Accounting, Finance or similar field; * A minimum of 5 years' experience working in Accounting and/or Finance, including at least 3 years of demonstrated experience managing/supervising an Accounting Unit, or an equivalent combination of education, experience, and skills. QUALIFICATIONS/SKILLS * Experience writing and amending contracts; * Proficiency with the state accounting system (MMARS) or similar accounting systems, including experience reconciling accounts; * Advanced knowledge of Microsoft Office, including Access and Excel; PERSONAL AND PROFESSIONAL ATTRIBUTES This person will possess personal and professional integrity, strong communication skills, and strong analytical and decision-making skills. Responsibilities Responsibilities and duties include, but are not limited to: * Manage the Accounting Unit; * Manage all Agency encumbrances / commitments within MMARS; * Manage all vendor creation and vendor management documents (vendor set-ups and vendor-modifications), ensuring they are processed timely and accurately; * Manage the review and processing of Employee Reimbursements ensuring that transactions follow Agency policy and that reimbursements are processed timely and accurately; * Support Federal Grants and other limited revenue which will include creating supporting Interagency Service Agreements (ISA) documentation and entering MMARS transactions; * Act as the liaison within the Agency to outside Agencies and Comptroller's Office to process all ISA/Grant documentation in a timely manner; * Assist with the preparation and presentation of requested documentation for Federal Grant Audits; * Comply with FFATA Reporting; * Create payroll transactions via a labor distribution system based on predictive reports and payroll history transactions; * Prepare encumbrance, expenditure, and revenue reports for the Finance team; * Conduct fiscal analysis of resource allocations to ensure that spending goals are aligned with Agency goals; * Assist in the development and annual update of the Agency internal control plan as needed; * Resolves all issues that concern the Accounting Unit during the fiscal year, including the opening and closing of the Agency's books; * Report timely Comptroller's Requests for Quarterly and Annual Financial Reviews (capital asset and late payment, etc.); * Ensure the accurate reconciliation and reporting of expenditures in all Agency appropriations, federal grants and trust accounts; * Facilitate and support business process improvement strategies and promote implementation; * Develop standard and custom queries and reports for decision making for senior management using the Commonwealth Information Warehouse (CIW) including Trust Fund balance reports and/or similar spending reports on a weekly and monthly basis; * Mentor and develop assigned staff to challenge and provide an opportunity for professional and personal growth; and, * Performs other duties as assigned in support of the Finance Unit and CFO.
