Duties:

The position will monitor and evaluate school districts, state agencies, and educational service cooperatives for the program and fiscal compliance with state and federal regulations governing the provision of services to students with disabilities; provide professional development and technical assistance to improve outcomes for students with disabilities; and ensure compliance with Individuals with Disabilities Education Act and work collaboratively within and across the agency to support the provision of effective special education services statewide. This position will review annual applications for Title VI-B funding for correct coding and allowable expenditures, as well as monitor expenditures to ensure alignment with budgeted allocations.

This position will assist with the approval and monitoring of Title VI-B discretionary funds. This position may require other duties as assigned.

Preferred Qualifications:

Successful applicants must possess the formal education equivalent of a bachelor's degree. Knowledge of grants, contracts, monitoring, fiscal control practices, and special funding programs.

Knowledge of the principles and practices of accounting, and fiscal management, including budget development, purchasing, and asset management. Knowledge of state and federal laws, rules, and regulations, agency program policies, and applicable laws. Ability to prepare budgets and monitor expenditures.

Ability to interpret and apply laws, policies, and procedures. Ability to investigate problems, and design corrective measures. Ability to use logic and reasoning to identify strengths and weaknesses of alternative solutions, conclusions, or approaches to problems.

Ability to prepare, present, and review oral and written technical information and reports.

Ability to communicate effectively orally and in writing.

Summary

The Accounting Coordinator is responsible for overseeing one or more accounting functions of an organization. This position is governed by state and federal laws, Generally Accepted Accounting Principles (GAAP), and agency/institution policy.

Functions

Provides general supervision to a subordinate professional, para-professional, and administrative support staff engaged in accounting activities by assigning and prioritizing work assignments, providing instructions, reviewing work performed, and evaluating employee performance. Monitors budgets and expenditures, provides approvals for transactions based on available budget and sponsoring agency restrictions, and monitors internal controls, procedures, and compliance issues for grants and/or contracts.

Analyzes, interprets, and disseminates information related to legal contracts received from various federal, state, local, and private agencies including period of performance, allowable cost items, payment terms, and other restrictions. Establishes and maintains general ledgers on departmental operations, calculates and allocates funds for new and existing accounts or projects, develops forms and documents for special accounts, reviews posted entries to general ledgers and subsidiary accounts, balances accounts periodically, and closes books as needed. Prepares spreadsheets and database files from automated information systems, monitors purchasing procedures of departmental personnel, determines account responsibility for payment of expenditures, instructs new employees on purchasing and travel procedures, and interacts with management to develop new accounting procedures.

Reviews, analyzes, and prepares reports designed to reflect aspects of the organization's fiscal status and prepares special and periodic reports for use in planning by upper level management. Compiles budgetary reports for fiscal managers, meets with departmental managers to discuss budgetary reports, and provides advice on budgetary guidelines or other financial reporting matters; analyzes and reviews compiled data of departmental accounts for accuracy of posted entries and advises departmental managers on organizational policies related to financial or budgetary reporting requirements. Provides technical assistance to management, staff, and the general public by providing information on regulations and procedures governing accounting practices and programs that comply with governmental regulations. Performs other duties as assigned.

Minimum Qualifications

The formal education equivalent of a bachelor's degree in accounting; plus three years of experience in accounting, financial management, or a related area, including one year in a supervisory capacity. Additional requirements determined by the agency for recruiting purposes require review and approval by the Office of Personnel Management. (ICM) is a not-for-profit organization that provides home and community-based supports to individuals with intellectual and developmental disabilities (IDD) throughout the state of Arkansas. Created in 1988, ICM began as a pilot project in partnership with the State of Arkansas to implement a 1915c Medicaid home and community-based supports waiver for people with IDD. Today, ICM supports over 280 people with IDD and has approximately 600 employees. The majority of funding stems from Medicaid services that ICM provides to people with IDD within their homes and communities. Other state-wide services include therapies for children with autism, an innovative community center in Little Rock, foster care, and employment supports for people with IDD. To support pre-employment skill readiness, ICM owns and operates three retail stores in Little Rock and a fried pie manufacturing business in Prescott. The main administrative office is located in Little Rock, Arkansas. Position Summary Performs account reconciliations, analysis, and reports that lead to the preparation of financial statements. Receives and processes expense data, assists in preparation of monthly, quarterly and annual financial statements and various other financial reports for management and regulatory organizations, resolves account discrepancies in accounting records, maintains financial security, and performs miscellaneous clerical duties to assist the CFO as required. Responsibilities * Responsible for accurate and well-organized processing of ICM's accounts payable and cash disbursements * Prepare all bank reconciliations for the CFO to review * Maintain the fixed assets schedule and prepare depreciation entries for CFO to review * Prepare various other month-end journal entries for CFO to review * Assist in month-end closing process * File accounts payable invoices * Code invoices to correct general ledger account and accounting period * Organize and maintain source documentation such as invoices, expense reports, etc. * Primary contact with vendors regarding bills received by ICM * Responsible for ensuring ICM pays bills timely and in an efficient manner * Ensure vendor documentation reflects current activity * Research credit and past due balances as needed * Manage missing invoices and create solutions to ensure receipt of future billings * Verify that invoices have approval from appropriate authority * Assist in annual budget preparation and monthly budget reporting duties * Responsible for maintaining the day-to-day Social Security Payee deposits and bills * Primary contact with Social Security office for all payee accounts * Prepare annual social security reports * Responsible for providing detailed payee account information to managers upon request * Assists with audit requests * The position exercises discretion and independent judgment with respect to matters of significance. * The position is responsible for helping to keep the agency compliant with all laws, rules and regulations and handles the administrative function of all accounting related matters which includes a $12M annual budget. * Completes various ad-hoc requests from the CFO * Other duties as assigned by the CFO Qualifications Education, Knowledge and Work Experience (Will consider suitable combination of experience and education) * High School Diploma or GED required.
