Position Title: Accounting Coordinator Rate of Pay: $22.00/hour

Pay Grade: C-2 FSLA: Non-Exempt

Division: Administration Union Status: Non-Union

POSITION SUMMARY

With minimal direction and supervision, this position coordinates the completion of assigned internal accounting functions, assists with staff guidance and training, and provides coverage for accounting tasks in the absence of staff assigned to particular functions. Areas of responsibility may include, but are not limited to, accounts payable, accounts receivable, purchasing, payroll, grant reporting, preparation of financial reports, and other accounting functions as assigned by the Accounting Manager.

SUPERVISION EXERCISED

The position provides no direct supervision of Health Department staff.

SUPERVISION RECEIVED

The position is essentially self-directing with minimal supervision by the Accounting manager.

ESSENTIAL FUNCTIONS:

  • Prepares grant and program billings and reports as assigned for supervisory approval.

  • Researches, orders, receives, distributes, processes payment and tracks requests for supplies, services, travel, equipment, and grant-related contracts for supervisory approval.

  • Prepares deposits, inputs revenue/cash receipt information into County's fixed asset reporting system and prepares revenue reports for supervisory approval.

  • Audits, prepares, and processes timekeeping and payroll reports for supervisory approval.

  • Provide support to assigned Division/programs and participates in ad hoc events as required by the Health Department.

  • Applies accounting principles to completion of financial entries and reports for supervisory approval.

Job Requirements

JOB REQUIREMENTS AND QUALIFICATIONS

Requires a Bachelor's Degree in Business, Business Administration, or Accounting from an accredited four (4) year college or university and two (2) years of responsible accounting experience, OR

An Associate Degree in Business and/or Accounting with four (4) years responsible accounting experience, AND

  • A working knowledge of the principles and practices of business and accounting.

  • The ability to exercise initiative and organize tasks for timely and accurate completion.

  • Must have working knowledge of accounting software (i.e., New World Financial System, Peachtree, QuickBooks, etc.) and various computer programs, including Microsoft 365 suite of products, specifically Outlook, Excel and Word.

ESSENTIAL PHYSICAL/COGNITIVE ABILITIES

  • The ability to sit, flex, stand, reach, and bend.

  • The physical strength to lift, carry, and transport materials and/or equipment equivalent to thirty (30) pounds.

  • Visual acuity, auditory ability, and clear written and verbal communication ability.

  • Manual dexterity and the ability for data input into various computer programs.

  • The ability to maintain professional behavior at all times.

SPECIAL REQUIREMENTS

  • Must reside within St. Clair County, IL or be willing to relocate to St. Clair County within six (6) months from hire date.

  • Must have a personal cell phone to download County IT Security Application onto for IT credentials.

  • A credit report is required by county policy for all employees involved in accounting or cashiering functions, the handling of money, or other positions that may involve responsibility for material value.

  • The ability to work necessary hours to meet the position requirements including evenings and/or weekends as assigned.

  • May require provision of services at off-site locations.

  • A valid Driver's License.

  • A dependable automobile for use in position.

  • Auto insurance in effect with at least the minimum limits of liability as outlined and required by the state of Illinois.

  • Adherence to all local, state and federal regulations pertaining to OSHA guidelines.

  • Health Department employees:

  • Must be current on CDC Healthcare Personnel Vaccine Recommendations, which include Hepatitis B, MMR (Measles, Mumps Rubella), Td/Tdap (Tetanus/Diphtheria/Pertussis), Varicella (chickenpox) and Meningococcal if over 65. Influenza and COVID vaccines are recommended and encouraged, but not required at this time and maybe subject to change.

  • Are required to have a TB test upon hire and separation of employment.

  • All employees must adhere to the St. Clair County Personnel Code.

  • Position contingent upon continued grant funding.
