The primary purpose of this position is to assist with the financial affairs of Community Supervision, to include but not limited to processing, recording and transacting accounting business for Community Supervision's administrative operations.  The main areas of responsibilities include general accounting, accounts payable, accounts receivable, contracts administration, budget reports and financial statements, disposition of surplus property, fixed asset and equipment reports, research and disposition of vendor statements, and other duties as assigned.

This position is responsible for entering requisitions and usage orders via the NC e-procurement system and the NC Financial System (NCFS), specifically for the electronic and satellite-based monitoring program operations and the Emergency Response Team.  This position is also responsible for ordering large volumes of supplies and supporting other sections in Community Supervision to include but not limited to Administration, Interstate Compact, DART, and the Post Release Supervision office. This position provides fiscal support to field operations including maintaining statewide records of contracts and leases.

This is a full-time position (40 hours per week) with State Benefits. After 90 days of satisfactory employment, position may qualify for telework one day per week.

The Department of Adult Correction is responsible for the care, custody, and supervision of all adults sentenced after conviction for violating North Carolina laws.  This department includes State Prisons with custody, healthcare, and facility operations staff as well as the division of Community Supervision.  Other divisions include Administration, Compliance & Accreditation, Comprehensive Health Services, Internal Affairs & Intelligence Operations, Post-Release Supervision & Parole Commission, and Rehabilitation & Reentry.

The mission of Community Supervision is to protect the safety of citizens in communities throughout the state by providing viable alternatives and meaningful supervision to offenders on probation, parole or post-release supervision.  The primary goal of Community Supervision is to reach an equal balance of control and treatment for offenders that will positively affect their behavior and lifestyle patterns. Probation /parole officers protect the public safety by helping offenders learn to live within the law. They supervise offenders' activities in the community and ensure their compliance with court orders and sanctions.

The salary grade for this position is NC03.  State employees are encouraged to apply for positions of interest even if the salary grade is the same as, or lower than, their current position.  If selected for this position, a new salary will be recalculated taking into consideration the quantity of relevant education and experience, funding availability, and internal equity.  Based upon these factors, a pay increase MAY result.

To qualify for this position, applicants must document on the application that they possess ALL of the following:

  • Working knowledge of office or work unit procedures, methods and practices

  • Working knowledge of and ability to use correct grammar, vocabulary, and office terminology to compose and/or proofread correspondence, reports and other materials

  • Working knowledge of accounting procedures, mathematics and their application in the work environment

  • Ability to learn and independently apply laws and departmental rules and regulations covering programs and services

  • Ability to review and process information to determine conclusions, actions or compliance with applicable laws, rules or regulations

  • Ability to apply a variety of work-related formulas or mathematical calculations

  • Ability to record, compile, summarize and perform basic analysis of data

  • Ability to independently work with people with courtesy and tact in performing public contact duties that may be sensitive in nature

Management Prefers:

  • A strong working knowledge of Excel

  • Experience using the North Carolina Financial System (NCFS)

  • Experience using the North Carolina E-Procurement system

  • Familiarity with NC Procurement (purchasing) policy
