Our client is building a fleet of offshore modular desal plants that harness proven state of the art technologies to desalinate water at sea in an environmentally-sound fashion using subsea pipelines to deliver a fresh sweet supply of water (more reliable than nature) into the distribution infrastructure onshore. This is a funded start-up that is now ready to immediately hire key staff to kick off the engineering and development for their new company in Houston. This necessitates a quick ramp-up for their core team.

Under the direction of the Chief Investment Officer; then later, the Chief Financial Officer, the Accounting and Payroll Manager is responsible for managing all accounting, capital budgeting, audit, strategic planning, financial analysis and payroll-related activities. The Accounting and Payroll Manager will also work closely with other members of the Companys Executive Management Team.

JOB DUTIES AND RESPONSIBILITIES:

Oversee the establishment of all company systems, policies and procedures required for the efficient and effective control and execution of all daily financial transactions. Chief among these responsibilities will be the evaluation and selection of a cloud-based financial software system and a recommendation to senior management for system adoption.
Oversee all company accounting functions including setting priorities and goals, ensuring compliance with deadlines and adherence to policies and procedures.
Ensure financial integrity and protect the Companys financial assets.
Perform month-end and year-end closing while ensuring financial accuracy.
Review general ledger accounts and analyze variances and fluctuations.
Review, approve, post journal entries to the general ledger.
Review and approve accounts payable invoices, expense reports, payroll and cash disbursements.
Review, manage, update and reports on accounts receivables.
Assist in cash and treasury management.
Review and approve journal entries and reconciliations.
Prepare journal entries for revenue recognition, equity transactions and other complex accounting transactions.
Prepare supporting quarterly audit schedules and variance analysis.
Assist with coordination and completion of the Company's quarterly and annual audits with independent auditors.
Manage the preparation and distribution of internal and external financial statements and reports, maintaining the highest quality, reliability and accuracy.
Develop, update and improve written policies and procedures to ensure efficiency in finance operations and integrity of the financial statements.
Perform financial analysis and special projects, as assigned.
Maintain payroll information by designing systems, directing the collection, calculation, and entering of data. Ensure that all payroll information is held in the strictest of confidence with highly controlled and limited access maintained at all times.
Update payroll records by reviewing and approving changes in exemptions, insurance coverage, savings deductions, and job titles, and department/ division transfers.
Pay employees by directing the production and issuance of paychecks or electronic transfers to bank accounts.
Prepare reports by compiling summaries of earnings, taxes, deductions, leave, disability, and nontaxable wages.
Determine payroll liabilities by approving the calculation of employee federal and state income and social security taxes, and employer's social security, unemployment, and workers compensation payments.
Balance the payroll accounts by resolving payroll discrepancies.
Provide payroll information by answering questions and requests.
Maintain payroll guidelines by writing and updating policies and procedures.
Comply with U.S. federal, state, and local legal requirements by studying existing and new legislation; enforcing adherence to requirements; advising management on needed actions.
Maintain employee confidence and protect payroll operations by keeping information confidential.
Maintain professional and technical knowledge by attending educational workshops; reviewing professional publications; establishing personal networks; participating in professional societies.
Complete operational requirements by scheduling and assigning employees; following up on work results.
Maintain support staff by recruiting, selecting, orienting, and training employees.
Maintain support staff job results by counseling and disciplining employees; planning, monitoring, and appraising job results.
Contribute to team effort by accomplishing related results, as needed.
Perform other duties, as assigned.

MINIMUM QUALIFICATIONS:

Bachelors Degree in Accounting, Masters degree a plus, CPA preferred.
Six to ten years of experience with three to five years in a US GAAP reporting environment.
Deep knowledge and experience of at least one major, Cloud-based financial system, including the initial selection and corporate setup of that system.
Good working knowledge of US GAAP.
Good managerial experience.
Good written and oral skills with ability to write effective and concise business correspondence and presentations.
Experience with SOX 404 compliance (only if WSB goes public at some future date).
Knowledge of best practices in internal controls.
Proficient in MS Word, Excel and advanced financial modeling.
