Job Description and Duties

The Secretary of State (SOS), Fiscal Affairs Division is recruiting to fill a full-time, Accounting Administrator II positions in the accounting division managing Accounts Receivable/Payable, General Ledger, and System units.

Under the general direction of the Accounting Chief (Accounting Administrator III), the Accounting Administrator II manages and oversees the workload of professional accounting staff in the accounting section of the Secretary of State (SOS), Fiscal Affairs Division (FAD). The incumbent is required to perform risk assessments within the areas of responsibility to identify significant risks and compliance issues and implement procedures and internal controls to mitigate those risks. The AA II must have a comprehensive understanding of new legislation, IRS and FTB regulations, trial balances, accounting workflows, Generally Accepted Accounting Principles (GAAP), and pronouncements promulgated by the Governmental Accounting Standards Board (GASB). Duties include, but are not limited to the following:

Manage, plan, develop, organize, and direct accounting operations to ensure the financial integrity of the SOS's office. Collaborate with internal and external stakeholders. Provide leadership, guidance, administrative oversight, and instruction related to transacting within the state's new financial management system (FI$Cal). Recruit, hire, coach, and train staff, accordingly. Ensure the team has adequate levels of specialized expertise, knowledge, and skillsets to support current and future needs. Analyze budgets and system reports, research outliers and unknown variables, and audit work performed by staff and supervisors to ensure that all revenues, receipts, reimbursements, expenditures, and disbursements are properly, accurately, and systemically accounted, recorded, and reported in accordance with Federal and State rules and regulations. Enhance the existing processes and provide technical assistance and fiscal consultation to staff and supervisors. Develop policy as necessary to ensure compliance with the State Administrative Manual and Government Code. Perform a variety of special projects and assignments requiring a high level of skill, expertise, and knowledge of the Agency, its programs, and their impact on the Accounting Office. Direct the fiscal month-end and year-end closing activities by developing timeframes for preparation, providing policy direction to staff and supervisors, and reviewing reports before submission to the General Ledger.

The Fiscal Unit experiences periods of peak activity throughout the year. As is typical in accounting offices, during peak times such as year-end, which typically runs from June to August, time out of the office will be on a restricted basis. During those peak periods, mandatory overtime will be required.

Desirable Qualifications:

  • Excellent communication skills, initiative, dependability, and ability to communicate diplomatically and effectively.

  • Degree and/or Advanced Degree in Accountancy or Business Administration.

  • Experience in FI$Cal, Accounts Payable, Accounts Receivable, and General Ledger modules

  • Experience with preparing financials or year-end tasks

  • Ability to plan, organize, and direct staff in a fast-paced work environment.

  • Strong working knowledge of financial, government, and GAAP/GASB accounting functions

  • Supervisory experience with excellent interpersonal, verbal, and written communication skills

  • Strong working knowledge of Microsoft Office Suite products (i.e., Word, Excel, Access, PowerPoint, Project, Visio) and automated accounting systems

  • Ability to be detail-oriented while focused on accuracy and meeting competing deadlines.

  • Excellent organizational and time management skills

  • Work well under pressure.
