Job Description and Duties

This position oversees the creation of State Water Project (SWP) invoices, generating billions of dollars in revenue and reimbursement for the SWP and the Department. Administers the receivable operations of the Department's SWP funds to safeguard the Department's cash flow and the ability to manage the intra-fund accounts, ensuring the accuracy and timeliness of the Department's Plan of Financial Adjustments.

This position directs the invoicing, reconciliation, research, review, and analysis of all material developed by staff or requested by Management.

This position acts as Fiscal's primary contact for corrections and/or enhancements to the Cost Allocation and Billing (CAB) system administered by the State Water Project Analysis Office (SWPAO). This position will become familiar with, and present information related to the allocation of project costs for repayment purposes.

This position provides oversight to ensure the financial integrity and operational timeliness necessary to support the creation of the combined financial statements for the State Water Resources Development System. Financial records are maintained using both the full and modified basis of accounting to ensure financial statements conform to both Legal Basis and Generally Accepted Accounting Principles (GAAP).

This position is responsible for the evaluation and monitoring of the cash flow position for the Department's State Water Resources Development System.

This Office works closely with the State Water Project Analysis Office and the SWP Financial Manager to provide information from the Department's system of record, SAP.

Special Requirements

This position requires intermediate to advanced MS Excel skills; knowledge of and understanding of GAAP and its related processes; GASB pronouncements; governmental accounting and budgeting; cost allocation; principles of electronic data processing; principles of policy formulation; statistical methods; principles of finance; business law; principles of business management; and uniform accounting systems and financial organizations, as well as procedures of the State of California, policies, rules, and regulations of the Legislature, State Controller, State Treasurer, Department of Finance, and any other central control agencies as they relate to State agency financial management activities.

This position follows the Management Principles as documented in the Department's Strategic Plan and is covered in the Political Reform Act which requires financial disclosure within 30 days of the first and last day physically worked in a covered position and annually by April 1st.
