You will:
1.Serve as a professional accountant applying a wide variety of established accounting and financial rules.
2.Provide technical advice and assistance on accounting transactions.
3.Utilize professional accounting knowledge to follow policies, regulations, procedures.
4.Perform all aspects of the accounting function, including review, research and reconciliation.

You will spend less than 25% of your work time on contracts, grants/cooperative agreements, and/or interagency agreements.

Travel Required

Occasional travel - You may be required to travel 1 to 5 days per month.

This position is designated as Moderate Risk and requires a background investigation. Unless an appropriate background investigation is already on record with the Office of Personnel Management, you must undergo a background investigation.

If you are selected, the entire period served under the Recent Graduates program will be a trial period.

In addition to the eligibility requirements for the Recent Graduates program, this position has specific educational requirements in order to qualify as described below:

A bachelor's degree from an accredited or pre-accredited college or university.

A. Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.")


B. Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:

  • Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;

  • A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or

  • Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.

In addition to the educational requirements, we are looking for at least one year of specialized experience related to this position as described below:

To qualify for the GS-07 level, you need to have at least one year of full-time experience equivalent to the GS-05 level defined as: Planning, tracking and reporting on projects AND working with financial or budget data; OR 1 full year of graduate level education or superior academic achievement (Superior Academic Achievement Definition) degree in the academic discipline as described above.

To qualify for the GS-09 level, you need to have at least one year of full-time experience equivalent to the GS-07 level defined as: Working with financial or budget data AND working on accounting problems and developing solutions; OR a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in the academic discipline as described above.

Your answers to the on-line assessment will be used to evaluate your competencies in the following areas:

  1. Knowledge of accounting principles, practices, methods, and techniques to perform a variety of routine accounting assignments;
  2. Knowledge of accounting regulations, procedures, policies, and precedents to carryout accounting functions;
  3. Knowledge of procedures used to enter, modify, retrieve, and delete information in an automated accounting system;
  4. Skill in analyzing data in order to recognize problems and practices to solve a variety of routine accounting problems;
  5. Knowledge of generally accepted accounting principles to analyze financial data.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
