Job Description

The Oklahoma Department of Emergency Management (OEM) prepares for, responds to, recovers from, and mitigates against disasters and emergencies. Our agency operates the State Emergency Operations Center which serves as a command center for reporting emergencies and coordinating state response activities.
The OEM is seeking a full time Accountant providing support to the Oklahoma Department of Emergency Management Finance Team. The annual salary for this position is up to $60,000.00 based on education and experience.
Position Summary
Under the direction of the Chief Financial Officer, this position is assigned responsibilities involving professional level work in the maintenance, analysis, interpretation, and management of financial accounting data. This includes the preparation and posting of various journals, ledgers and accounts, analysis and presentation of financial data, and preparation of financial statements and expenditure reports, review and approval of various vouchers and invoices for payment, analyzing budget requirements, preparing payroll data, allocation of funds to various accounts or functions, and other similar activities.
Typical Functions
Serve as primary Certified Procurement Officer (CPO) for the agency, process Purchase Requestions and Purchase Orders for the agency, ensure proper financial coding for purchases.
Primary Purchase Card holder for agency.
Primary finance section support during emergency response activations.
Budget tracking.
Review, analyze and present financial data, including revenue projections and expenditure reports, to determine funding requirements.
Prepare financial statements, reports of operations, expenditure reports, statistical data, and other information concerning financial requirements; assist in gathering and reviewing data for preparation of the budget work program.
Maintain various ledgers, journals, registers, and other fiscal records; allocate revenues to appropriate functions; classify expenditures and post to various accounts as required.
Track federal grant revenues and expenditures consistently; assist in preparing Federal Financial 425 Reports quarterly and at closeout.
Review and process expense vouchers for accounts payable based on invoices, and other financial documents.
Reconcile various financial reports and other accounting data concerning fiscal operations.
Determine payroll requirements; maintain payroll data; assist in preparing and processing monthly payrolls.
Other duties as assigned.
Education and Experience
Bachelor's degree in accounting, business, finance or a closely related field or an equivalent combination of education and experience substituting one year of experience for each year of the required education, and three years of experience performing professional accounting.
Required
At least one year state procurement experience.
At least one year federal procurement under grants experience (preferred).
State Certified Procurement Officer certification preferred or willing to obtain within the first month of employment.
Knowledge, Skills, and Abilities
Knowledge of generally accepted accounting principles and theories.
Knowledge of financial statements and reports; of accounting ledgers and journals.
Knowledge of state and federal procurement requirements preferred.
Knowledge of computer technology related to accounting systems.
Ability is required to prepare basic financial statements and reports.
Ability to review and analyze financial information.
Ability to maintain routine accounting data in appropriate ledgers and journals.
Knowledge of federal grant requirements preferred.
Ability to work calmly and accurately during times of high-pressure emergency situations.
Working knowledge of SharePoint and Microsoft Teams preferred.
Knowledge of Microsoft Excel.
Willingness to work in a paperless environment.
Physical Demands and Work Environment
Work is typically performed in an office setting with climate-controlled settings and exposure to mild noise level. This position requires long periods of sitting and daily use of computer and telephone. Light lifting >25 lbs. of incoming purchases may be required.
Special Requirements
Must be able and willing to perform all job-related travel in-state and out-of-state when necessary, including overnight travel. Percentage of travel time: >10%. Applicants must possess a valid Oklahoma Driver's license at time of appointment and be willing and able to perform all job-related travel associated with this position; have and maintain the physical and mental stamina required to perform the work and to accept the physical discomforts and/or dangers associated with the work, including work under conditions of heavy physical exertion, extreme heat, smoke or dust, and to lift and carry heavy objects; and be willing to be on call twenty-four hours a day.
