Essential Function 1

  • Under general direction of the Public Service Administrator and Director of the Comptroller Division, independently performs complex accounting and auditing work involving the maintenance of departmental funds and accounts. Accumulates, summarizes, and prepares various financial reports and statements for Department use.Reviews, audits, and posts payments for purchases from all agency funds into System Applications and Products (SAP) enterprise resource planning (ERP) software.

  • Tracks invoices and maintains spreadsheets to accurately determine number, amount, and frequency of payments for management reports, audit requests, and generally accepted accounting principles (GAAP) reporting.

Essential Function 2

  • Enters, audits, and releases agency contracts into SAP.

  • Identifies and resolves errors as they occur and communicates with various agencies/departments to resolve contract errors, omissions, and/or discrepancies.

  • Maintains contract files, for review by management, and reconciles contract files to monthly Secure Access Management Services (SAMS) reconciliation reports.

Essential Function 3

  • Independently processes all invoices and deposits related to billeting operations for the agency.

  • Reviews, audits, and posts payments for the fund.

  • Tracks expenditures and receipts.

  • Provides management with data, upon request, for the purpose of analysis and fund balance inquiries.

Essential Function 4

  • Calculates payroll deductions, differentials, and lump sum payouts on a semi- monthly basis.

  • Determines appropriate and accurate payment information for the completion of payroll voucher for submission to the Illinois Comptroller's Office for payment.

  • Reviews, audits, and enters all travel vouchers for the agency on an as-needed basis.

Minimum Qualifications 1

  • Requires knowledge, skill, and mental development equivalent to completion of four years of college, with courses in business administration and accounting or four years of technical accounting experience.

  • Qualifying state employees in the employee Upward Mobility Program, may complete combinations of specific proficiency tests and training programs leading to a certificate of proficiency in lieu of the stated requirements for this classification.

Preferred Qualifications 1

1.One (1) year of professional experience performing detailed work involving the application of accounting theory to routine accounting or auditing problems.

2.One (1) year of professional experience evaluating accounting problems of moderate difficulty and to analyze and interpret less complex accounting records and reports.

3.One (1) year of professional experience performing detailed work involving written or numerical data and to make arithmetical calculations rapidly and accurately, either manually or by machine.

4.One (1) year of professional experience establishing and maintaining satisfactory working relationships with other employees and the public.

Preferred Qualifications 2

. One (1) year of professional experience establishing and maintaining satisfactory working relationships with other employees and the public.

Employment Condition 1

  • Requires the ability to pass a DoD background investigation and obtain a DoD Common Access Card (CAC) prior to hire or transfer.

  • Requires ability to lift and carry 50 lbs. i.e. heavy boxes of files, account books, etc.

About the Agency/Bureau

The Department of Military Affairs works with the members of the Illinois Air and Army National Guard. The State Comptroller Office performs all duties related to the accounting and payroll functions for both coded and non-coded employees.
