This position is located in the Department of Housing and Urban Development, Government National Mortgage Association Ginnie Mae, Office of Chief Financial Officer (OCFO).

As an Accountant (Staff), you will:

  • Prepare and review the financial statements and accounting reports of the Association. Respond to and resolve audit findings and recommendations pertaining to the general ledger functions brought up by the General Accounting Office (GAO), the Office of Inspector General (OIG), HUD's Chief Financial Officer (CFO) and Ginnie Mae internal control reviews.

  • Coordinate and conduct or cause to be conducted cost-benefit analyses, special studies, reports, surveys, inquiries and evaluations as they relate to Ginnie Mae financial management.

  • Coordinate and prepare justifications, budget schedules, and narratives on Ginnie Mae's operating and program budget.

  • Perform accounting (and financial reporting) on mortgage portfolios, loans or assets held for investment or held for sale and related activities.

  • Perform quarterly and year end closing of accounting periods and the preparation of financial statements in accordance with FASB and FASAB accounting.

You must meet the following requirements within 30 days of the closing date of this announcement.

Specialized Experience: For the GS-14 grade level, you must have one year (52 full weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service. Specialized Experience for this position includes:

  • Performing monthly and quarterly financial closing; AND
  • Interpreting or documenting budgetary or financial reporting requirements including: Financial Accounting Standards Board (FASAB or FASB) standards, or compliance guidance such as: Office of Management and Budget (OMB) Circulars A-123, A-11, and A-136; AND
  • Reviewing the trial balance and financial statements to ensure budgetary or financial reporting was prepared in accordance with OMB A-11 or Generally Accepted Accounting Principles (GAAP); AND
  • Assist in the development of policies and procedures for financial reporting.

Experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Time-in-Grade: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:

For the GS-14 you must have been at the GS-13 level for 52 weeks.

Time After Competitive Appointment: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.
