Job Duties

The Virginia State Police is seeking to hire a Grants Accountant at State Police Headquarters in North Chesterfield, Virginia. The Grants Accountant is responsible for duties related to the oversight, integrity, and analysis of financial data. Duties include financial monitoring and reporting, grants management, cash management, procurement review, expenditure monitoring and coding, and reconciliations. The position also provides financial assistance and coordination to programmatic personnel assigned to a grant/contract to maintain compliance with financial requirements established by the Department or sponsor funding the award on an on-going basis through the life cycle of the grant award. After a training period, teleworking may be available.

  • Monitors, evaluates, and analyzes expenditures, revenue, and fund balances for assigned programs.

  • Approves expenditures within budget limits.

  • Evaluates account coding to ensure funds are expended according to budget and/or federal requirements. Reconciles funds, revenue, and expenditures.

  • Researches, analyzes, and resolves problems with clarification and/or solutions.

Responds to inquiries and requests for information from federal, state, and internal auditors related to grants and asset forfeiture programs.

  • Prepares Federal grants financial reports in compliance with generally accepted accounting principles, federal cognizant agency guidelines and all state and agency regulations.

  • Prepares financial reports and the data for Federal and State Asset Forfeiture Programs.

  • Compiles and analyzes financial data for the development of monthly, quarterly and/or annual reports for program staff, management and/or regulatory agencies.

  • Generates ad hoc reports to track expenditures, payments, budget balances, obligations, revenue, and fund balances for assigned programs.

  • Independently collects, researches, formats, and provides data for decision makers which requires knowledge of data sources, programs, workload, and agency/office operations.

  • Participates in and prepares budget funding requests needed for programs utilizing knowledge gained from ongoing monitoring and analysis of program expenditures.

  • Manages state accounting systems to execute program receivables and payments Agency to Agency (ATA), Inter Agency Transactions (IAT), and Virginia State Police (VSP) invoices, and disaster assistance reimbursement through the Virginia Department of Emergency Management and their coordination with the Federal Emergency Management Agency in vdem.emgrants.com according to state policies and procedures.

  • Authorizes routine and non-routine expenditures for payment of invoices based on delegated authority to ensure accuracy of coding and timeliness of payment.

  • Provides guidance to staff on coding (cost, account, program, project, and fund) on vendor invoices, revenue refunds, and deposit certificates.

  • Manages and tracks account receivables for assigned programs.

  • Treats others in the workplace with respect.

  • Works with supervisor, team members and co-workers to improve work processes and services by making suggestions or recommendations.

  • Shares fairly in assigned work tasks and assists in other areas when needed.

  • Supports VSP policies and decisions.

  • External customers and program staff (clients) are treated in a respectful, helpful, and timely manner while delivering appropriate service to meet customer needs.

  • Performs other duties as assigned by the supervisor or Financial Management. This includes preparation of Year End schedules, budget funding, assisting Budget with special assignments.

  • Provides assistance to supervisors with all internal and external audit teams including, but not limited to: Department of Justice (DOJ); Department of Treasury (DOT); Auditor of Public Accounts (APA); and VSP Internal Audit.

  • Complies with IT security requirements. Proficiency in computer software programs and IT applications.

  • Demonstrates a commitment to being a trustworthy steward of assigned resources.

  • Acts with integrity and truthfulness in performance of duties.

  • Abides by all applicable laws, regulations, and policies.

  • Consults with supervisor before engaging in any activity that may violate the law or established regulations/policies.

  • Informs supervisor of any observed illegal activities or activities that violate policy or regulations as soon as they are aware of such activities.

Minimum Qualifications

  • Working knowledge of Generally Accepted Accounting Principles (GAAP), Generally Accepted Governmental Auditing Standards (GAGAS), and Governmental Auditing Standards Board (GASB); of policies, procedures and regulations related to government accounting and financial operations, including grant management, administration, and reporting; of fund accounting concepts; of general ledger accounts, statistical and financial analysis, and financial management; and of cost centers.

  • Skill in the use of computers and using Microsoft Office applications.

  • Demonstrated ability to accurately analyze, reconcile and report complex financial data; to read and interpret grants and contracts; to monitor budgets and fiscal actions; to communicate effectively both orally and in writing; to establish and maintain effective working relationships with other employees and provide professional service to agency and general public; to work independently and as part of a team

  • Graduation from high school or equivalent.

Additional Considerations

  • Experience using ORACLE E-Business Suites; and the Commonwealth's software applications such as Cardinal preferred.

  • Ability to comprehend and apply State Commonwealth Accounting Policies and Procedures (CAPP) Manual compliance regulations perferred.
