Salary Grade: GN15 Salary Range: $56,046.00 - $100,814.00

Hiring Range: $56,046.00 - $91,792.00

The primary purpose of this position is to manage both the Payroll and Insurance Department. This position works closely with other agencies and the Office of State Controller to implement State and Federal policies and programs as related to Payroll, Insurance, Tax Law, Time Entry, and Personnel data for each of the 11,000+ employees. The position collaborates with NCDOT senior management and develops and implements methods to improve the input and reporting of data from both the DOT SAP financial accounting system and BEACON SAP system to meet evolving programmatic needs. The position applies comprehensive knowledge of state and federal laws and regulations to the DOT business functionality and works closely with the BSIP project managers and Office of State Controller to test, develop and implement changes to meet existing standards and procedures. This position is responsible for ensuring prompt and accurate payment of the NCDOT Payroll, the reconciliation and review of all complex accounting related payroll documents in dual SAP systems (DOT's and BEACON's), ensure accurate interfaces occur and the administration of the Department's Disability payments. The position manages Accountant positions responsible for serving on high level boards with multi-agency collaboration and serves as primary agency contact for BEACON, Benefits, and Payroll information.

Knowledge, Skills and Abilities / Competencies

  • Thorough knowledge of governmental accounting theories, practices and methods, including, but not limited to Generally Accepted Accounting Principles (GAAP), Governmental Accounting Standards Board (GASB), Financial Accounting Standards Board (FASB).

  • Thorough knowledge of laws and regulations pertaining to governmental financial operations including Department of Transportation policies and procedures, Federal and State tax laws and regulations.

  • Thorough knowledge of various computer systems including SAP ECC, BEACON SAP, Business Warehouse, Business Objects Warehouse Reporting (BOBJ) and Retirement System Reporting (ORBIT).

  • Experience interpreting and analyzing financial data and reports.

  • Considerable knowledge of supervisory practices and skill in supervising others.

Minimum Education and Experience Requirements

Bachelor's degree in accounting, or a degree in business administration, finance or public administration or a related discipline from an appropriately accredited institution with 18 semester hours of accounting coursework; and five years of accounting/auditing experience in the preparation of interpretive or analytical accounting/ financial statements and reports or equivalent combination of education and experience.

Job Responsibilities * Essential RESPONSIBILITIES and ACCOUNTABILITIES * Partners with Agile Program Manager (APM), Digital Product Manager (DPM), and Business Systems Analyst (BSA) to accurately capture stakeholder requests and system specifications and translate them into engineering artifacts, which typically include design specifications, source code, test scripts and test results. * Consults with enterprise architects to ensure that the engineering realization is in accordance with Enterprise Architecture principles and software development best practices. * As part of Agile teams, completes complex software development work involving creative application of design, coding and debugging methods and techniques. Keeps Agile team and APM updated on product status. * Coordinates schedules and timelines with testers to ensure that all software components are tested adequately.
