The City of Phoenix Finance Department is seeking a dedicated professional to fill an Accountant IV vacancy in the Financial Accounting and Reporting Division (FAR). This department is responsible for maintaining a fiscally sound organization; as this division is responsible for providing current, comprehensive, and accurate information about the financial position of the City to both internal and external customers, while maintaining the highest levels of customer service.

The Accountant IV is responsible for overseeing the financial reporting for the Water, Wastewater, Multi-City Sub-Regional Operating Group (SROG) and the Val Vista Water Treatment Plant (VVWTP) Joint Ventures. They may also provide accounting support to the joint ventures related to the Water Services Department (i.e. SROG and Val Vista), which includes preparing the monthly income/expense reports, managing the accounting & tracking for the Capital Improvement Program (CIP), and recording fixed assets.

Other responsibilities include:

  • Providing accounting expertise and ensuring integrity of the Customer Care and Billing (CC&B) system.

  • Communicating and/or presenting financial results with financial professionals, middle management staff, executives, committees, or Boards.

  • Preparing various quarterly and annual calculations for the Joint Ventures; to include, interest income calculation, annual operating and maintenance settlement calculation, equity in joint venture, and annual rates calculation.

  • Preparing and/or reviewing financial statements for the Annual Comprehensive Financial Report (ACFR) for SROG and the VVWTP.

  • Preparing the Water, Wastewater, SROG, and Val Vista budgetary and Generally Accepted Accounting Principles (GAAP) financial statements that are included in the City's ACFR.

  • Preparing, reviewing, and approving various journal entries, payment control documents, and the reconciliation of various general ledger accounts.

  • Preparing the monthly State and City sales tax for Water and Wastewater.

  • Tracking the financial side of capital projects to include the design pay requests, construction invoices, and other soft costs charged to projects.

IDEAL CANDIDATE

  • Works well in a team environment and communicates effectively with external financial professionals.

  • Demonstrates working knowledge accounting theory, Generally Accepted Accounting Principles (GAAP) and practices of municipal finance and personnel management.

  • Exhibits high-level communication/presentational skills (written/verbal).

  • Ability to:

  • Continuously improve operations, decrease turnaround times, streamline work processes, and work cooperatively and jointly to provide quality seamless customer service.

  • Develop competencies in complex decision making, effective communication, personal and interpersonal skills, and managing projects.

  • Monitor the propriety of CIP expenditures for the City and/or Joint Ventures.

  • Coordinate federal/state grant activity including timely submission of financial expenditure reports and reimbursement requests.

  • Provide accounting expertise and ensure integrity of the Customer Care and Billing (CC&B) system and review transactions as needed.

  • Conduct financial analysis reports.

  • Proofread, edit, and report writing for financial documents.

  • Independently handle and research high level accounting questions and issues.

  • Possesses proficiency in Microsoft functions, such as Excel, Word and PowerPoint.

SALARY

Pay Range: $82,451.20 - $127,920.00 annually.

Hiring Range: $82,451.20 - $110,510.40 annually.

MINIMUM QUALIFICATIONS

  • Five years of professional accounting experience.

  • One year in a supervisory capacity.

  • Bachelor's degree in accounting, business or public administration or a related degree.

  • Other combinations of experience and education which meet the minimum requirements may be substituted

PREFERRED QUALIFICATIONS

The minimum qualifications listed above, plus:

  • Three years' experience in a supervisory role.

  • SAP experience or similar ERP System.

  • Financial statement preparation & analysis experience.

  • Experience working directly with internal and external auditors.

  • CPA Certification.
