The State & Local Finance Division is hiring an Accountant II (working title: Accounting & Financial Management Advisor II). This is a full-time position (40 hours per week) with State Benefits, including health insurance, paid vacation, paid sick time, paid holidays, as well as retirement.

Recruitment Range: $57,264  - $65,944

About Us

The State & Local Government Finance Division (SLGFD) oversees the finances of all local

governments in North Carolina and manages the sale and delivery of all State and local

debt. These local governments are a diverse group of over 1,300 municipalities,

counties, public schools, charter schools, public hospitals, utility districts, mental health

agencies, housing authorities, and other governments.

The Fiscal Management Section monitors the financial condition and fiscal operations of

each local government and is responsible for making recommendations regarding an entity's capacity to take on and repay debt.

Job Duties

The primary purpose of this Accountant II position is to assess and monitor the fiscal health of local governments:

  • Review proportional share of audits of NC local governments and public authorities for the State and Local Government Finance Division, helping to determine the fiscal health of the units.

  • Assist units of local government and public authorities in matters related to governmental accounting and reporting, auditing, budgeting, NC General Statutes, and other issues and questions that arise.

  • Review interim budget/actual reporting and draft budgets for units of local government that are included on the Division's Unit Assistance List (UAL) because of fiscal deficiencies or internal control issues. Summarize input and inform management per process.

Qualified applicants must possess, and application must clearly reflect work experience that demonstrates the following:

  • Some knowledge of governmental generally accepted accounting principles, including GASB standards as they apply in NC

  • Some knowledge of the NC Local Government Budget and Fiscal Control Act and School Budget and Fiscal Control Act, as well as other applicable federal and State laws and regulations related to finance, and how those statutes apply to local governments in NC.

  •  Demonstrated ability to analyze financial data, determine the overall financial condition of an entity and communicate the results and recommendations to senior management.

  • Professional work experience that demonstrates ability to perform work with limited supervision.

Management Preferences

  • 2+ years experience in accounting or auditing

  • Direct financial experience with a local government or public authority in accounting, reporting, or budgeting

  • Qualified to sit for the NC CPA exam.

Bachelor's degree in accounting, or a degree in business administration, finance, public administration, or a related discipline from an appropriately accredited institution with 18 semester hours of accounting coursework; and two years of professional accounting/auditing experience in the preparation of interpretive or analytical accounting. financial statements and reports; or equivalent combination of education and experience.
