This position is expected to be available on Aug 1, 2024.

This position currently qualifies for a hybrid telework option with routine office and remote workdays. The NC Department of Environmental Quality trusts our employees to be self-motivated and successful in hybrid/remote roles. Telework options are subject to change at the discretion of management.

This position reports in the Office of the Controller's Federal Grants Management Team and manages several processes related to the Department's special funds, including applications, billing, drawdowns and awards. It provides oversight and management of

Key Responsibilities:

  • Manage federal grant awards from award to close-out, including review of reportings, reconciliation of ledger to federal reports and working directly with staff at federal agencies as necessary

  • Prepare NCFS journal entries related to indirect cost allocations, federal cash drawdowns and reclassification entries

  • Manage the collection and storage of federal grant documents and statistical information relevant to the grant award such as period of performance, federal assistance numbers

  • Oversee work performed by DEQ Division business offices managing and reporting federal funds

The Division of Financial Services:

The Financial Services Division is a centralized organization committed to provide a variety of accounting, financial, budget and purchasing activities for DEQ.  Responsibilities include a broad range of departmental accounting functions in the following areas: accounts payable, accounts receivable, budgeting, purchasing, maintenance of the accounting systems, federal funds administration, contract management, and financial reporting.

Recruitment Range:  $49,158 - $67,592

To qualify for this position, applicants must document on the application that they possess ALL of the following:

  • Documented experience processing financial transactions.

  • Documented experience with governmental accounting principles and/or practices.

  • Demonstrated knowledge of Federal Grant accounting management, methods and/or practices.

  • Demonstrated experience composing and/or proofreading correspondence, reports and/or other materials.

Management Preferences:

  • Prior experience with the North Carolina Financial System

Bachelor's degree in accounting, or a degree in business administration, finance, public administration, or a related discipline from an appropriately accredited institution with 18 semester hours of accounting coursework; and two years of professional accounting/auditing experience in the preparation of interpretive or analytical accounting. financial statements and reports; or equivalent combination of education and experience.The North Carolina Department of Environmental Quality (DEQ) is an Equal Opportunity Employer who embraces an Employment First philosophy which consists of complying with all federal laws, state laws and Executive Orders.
