PURPOSE AND SCOPE:

The Accountant II assists in the maintenance of one or more accounting systems within the assigned function(s). In compliance with company policies and procedures, the Accountant II reviews and interprets financial reporting requirements, rules and regulations, including but not limited to Generally Accepted Accounting Practices (GAAP).

PRINCIPAL DUTIES AND RESPONSIBILITIES:

  • Follow company policies and procedures in the preparation of routine intercompany and/or interdivision reconciliation reports.

  • Identify, analyze and interpret data of moderate scope; coordinate with appropriate personnel in the resolution of any discrepancies. Escalate more complex issues as necessary.

  • May assist with activities related to month-, quarter-, and year-end consolidations, closings and/or financial statements.

  • May assist with activities related to budgeting and forecasting.

  • May participate in process reviews, business process analyses and internal control monitoring to ensure compliance with the specifications of the Sarbanes-Oxley Act (SOX) within assigned function.

  • Mentor other staff as applicable.

  • Assist with diverse accounting and analytical projects.

  • Assist with various projects as assigned by direct supervisor.

  • Other duties as assigned.

EDUCATION:

  • Bachelor's Degree required

EXPERIENCE AND REQUIRED SKILLS:

  • 2 5 years' related experience; or an advanced degree without experience; or equivalent directly related work experience.

  • Certified Public Accountant (CPA) license desirable.

  • Strong computer skills with demonstrated proficiency in word processing, spreadsheet and email applications.

  • Working knowledge of enterprise resource planning (ERP) and corporate performance management (CPM) systems (e.g., SAP, Oracle Hyperion Enterprise, etc.).

  • Working knowledge of GAAP.

  • Detail oriented with good analytical and organizational skills.

  • Able to handle confidential information in a mature manner.

  • Strong oral and written communication skills to effectively communicate with all levels of management.

Works under moderate supervision, with limited latitude for the use of initiative and independent judgment. Processes travel claims for reimbursement and audits the work of others for accuracy, and ensures that corrections are made in a timely manner. Uses knowledge of Comptroller, U.S. General Service Administration Services, Health and Human Services and agency travel policies to make decisions on proper payment methods with limited supervision. Serves as the first line contact between Accounts Payable Travel sub-unit and other areas in Accounting, travelers and other state agencies. Assists external and internal customers with understanding Accounts Payable travel rules and regulations. Work involves researching, resolving discrepancies, analyzing and validating that all required supporting documentation is attached to travel claims and advance travel settlements. Cross-trains and provides backup coverage for others in the subunit. Documents and shares the needs of customers and may assist with the development of queries and reports to meet those needs.Essential Job Functions: Attends work on a regular and predictable schedule in accordance with agency leave policy and performs other duties as assigned. Coordinates, provides technical guidance and ensures accuracy of Accounts Payable operations of the agency. Interprets, analyzes & serves as subject matter experts for travel payment rules, regulations, policies and provides complex technical assistance to others (for example, travelers, vendors, employees & upper management). (20%) Reviews audits, reconciles and processes agency records and payments in a timely manner ensuring accuracy and compliance with applicable state law and oversight agencies' rules and regulations. This position may audit other accountants work for errors and ensure that any errors are corrected in a timely manner to avoid prompt payment interest. (40%) Works with Lead and Supervisor to coordinate with budget staff to ensure validity of coding, funding, etc. in order to properly process travel documents through the Health and Human Services Accounting System. Answers questions, researches problems and follows up as necessary. Maintains current and accurate list of funding, chartfield, and system records in order to ensure proper authorization and coding of accounts payable transactions. (30%) Completes projects successfully within the parameters established and performs other duties as assigned and as required to maintain effective and efficient departmental, division, agency and system operations within established timeframes. Cross trains and backs up other sub-unit team members using a rotational task schedule. Communicates on a complex level with others internally and externally to provide, exchange, or verify information, answer inquiries, address issues, and resolve problems or complaints. (10%) Knowledge Skills Abilities: 1. Knowledge of generally accepted accounting principles and procedures affecting maintenance of accounting records. 2. Skill in the use of automated accounting systems. 3. Ability to review and audit the work of others to interpret and apply accounting theory, business processes and Comptroller policies and to analyze, consolidate and interpret accounting data. 4. Ability to efficiently process accounting information to ensure data integrity for positive audits and accurate reports. 5. Ability to effectively communicate, oral and written, with internal and external customers. 6.
