Job Responsibilities

With our Agency's mission to support the recovery of people with mental illnesses, we provide a complete array of medical and support services for children, adults, and families throughout South Carolina.

This position is located at the Department of Mental Health, Patrick B. Harris Psychiatric Hospital, 130 SC-252, Anderson, SC 29621.

As the Accountant/Fiscal Analyst, working under general direction, you will perform budget analysis work required to administer the Harris Hospital budgetary program and assist by providing budget reports/information. You will ensure that the financial requirements of facility and contractual agreements are monitored, analyzed and payments are processed timely. You will perform a variety of budgetary duties in support of Inpatient Services at Harris Hospital.

Responsibilities for this Accountant/Fiscal Analyst include but are not limited to:

  • Collects, compiles, and presents monthly/yearly budget reports to assist Finance Director and management with budgetary decision making.

  • Prepares related reports and correspondence for higher-level review from SCEIS on a regular basis.

  • Prepares monthly and yearly budget transfer request and journal entries.

  • Monitors departmental operating accounts: reviews budget projections and compares to actual performance, making recommendations as necessary.

  • Collects information, prepares documents, processes, and obtains signatures for vendors with Harris Hospital.

  • Assumes responsibility for finance operations for the Finance Director when unavailable, using good judgement within state guidelines. Assist staff with problems or work as needed.

  • Maintains and demonstrates required competencies, including MAPS, Infection Control, Safety and Risk Management, Patient Rights, MIS Corporate Compliance, HIPPA Privacy Practices, Performance Improvement, JCHAO Patient Safety Goals, Blood-borne Pathogens and Cultural Competence.

Minimum and Additional Requirements

A high school diploma and professional experience in a related area such as accounting, auditing, finance, or banking. A bachelor's degree with multiple accounting courses may be substituted for the required work experience.

Preferred Qualifications

Experience with South Carolina State Budgeting and Funding and/or SCEIS.

Additional Comments

The selected candidate must have a working knowledge of accounting and recordkeeping. Ability to analyze financial records and generate concise reports. Good working knowledge of Excel, Word and related coverage provisions. Excellent office skills necessary to include computer literacy. Ability to stand, walk, reach, pull, stoop, bend and climb at least two (2) flights of stairs and sit for extended periods of time. Columbia travel may be needed for trainings, classes or meeting.
