Qualifications

Applicants must meet the Basic Requirement AND Specialized Experience requirements as noted below. Qualification claims will be subject to verification.

Basic Requirement: Completion of all requirements for a bachelor's degree in accounting from an accredited college or university; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law; OR

Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. Your background must also include one of the following:

  • Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;

  • A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or

  • Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.

You must submit transcripts as proof of education or of certification to be considered for this position.

Specialized Experience: You must demonstrate in your resume at least one (1) year of qualifying specialized experience. Specialized experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

To qualify for the GS-11 position, One year of experience (equivalent to at least the GS-09 level or pay band in the Federal service) that includes performing the following duties: 1) reviewing and analyzing various accounting functions such as identifying regulatory and accounting changes, resources control functions, and operating level problems; 2) resolving financial reporting and accounting systems problems; 3) assisting in validating data entered in accounting systems; 4) performing analysis and reconciliation on a variety of administrative accounts; OR

Have a Ph.D.; or two (3) years of progressively higher level graduate education leading to a Ph.D. or equivalent doctoral degree;

OR

I have some specialized experience, but less than one year; and I have less than three years of progressively higher-level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree level education. I have computed the percentage of the requirements that I meet, and the total is at least 100%. (To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. The total percentage must equal at least to 100 percent to qualify. (Note: You must attach a copy of your transcript.)

To qualify for the GS-12 position, One year of experience (equivalent to at least the GS-11 level or pay band in the Federal service) that includes performing the following duties: 1) Applying accounting laws, principles, systems, policies, methods, and practices to provide comprehensive guidance to managers, employees and/or customers; 2) Analyzing and evaluating reports from financial systems; 3) Gathering financial data from various sources related to a specific financial issue; and, 4) Researching accounting policies and laws to resolve complex and common issues.
