The selectee for this position will serve as an Accountant for the DEPARTMENT OF THENAVY.

THIS IS AN EXPEDITED HIRING AUTHORITY ANNOUNCEMENT. The Duncan Hunter National Defense Authorization Act (NDAA) FY 2009 provides that the Secretary of Defense can designate acquisition positions as shortage positions and recruit and appoint highly qualified persons to these positions. This announcement is open to accept resumes from candidates interested in helping the Department of the Navy meet our mission requirements for the acquisition of systems, equipment and facilities.

This public notice announcement is for anticipated vacancies to be filled under the Expedited Hiring Authority (EHA) for acquisition positions located at Department of Navy installations identified in this public notice. Positions may be filled as permanent, term, or temporary with a full-time or part-time work schedule.

Pay will vary by geographic location. There may or may not be actual/projected vacancies at the time you submit your application. Duties will vary based on Position Description and Grade Level.

This is a Financial Management Level (I, II, or III) certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. This certification level must be achieved within prescribed timelines. Certification requirements are outlined in the DoD Instruction 1300.26 available at

Positions may be subject to work an uncommon tour, including nights, weekends, and holidays to meet mission requirements. Overtime or night differential pay and/or unusual duty hours may be required.

Positions may be eligible for part time, full time or ad-hoc telework at the discretion of management.

Travel Required

Occasional travel - Travel requirements will vary. Travel from normal duty station to CONUS and OCONUS may be required and may include remote or isolated sites. Travel may be on military and commercial aircraft for extended periods of time.

Senior level positions may be designated as CAP with further designation as a Key Leadership Position (KLP). As a KLP, the selectee will be required to sign a Tenure Agreement which requests the selectee to remain in this position for a designated period of time, generally 3-4 years.

Must be able to obtain an interim and/or final (e.g., confidential/secret/top secret, etc.) security clearance prior to entrance on duty AND must be able to maintain the required level of clearance while employed in the subject position. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.

Positions that are supervisory/ managerial require that first time supervisors/managers complete a one-year trial/probationary period if not previously completed in a competitive or other excepted service position. Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. In order to qualify for this position, your resume must provide sufficient experience and/or education, knowledge, skills, and abilities to perform the duties of the specific position for which you are being considered. GS-05 and Basic Educational Requirement: Do you have a degree in Accounting or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting and/or auditing. (The 24 hours may include up to 6 hours of credit in business law) OR do have a combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. My background also includes one of the following: 1) 24 semester hours in accounting or auditing courses of appropriate type and quality; or, 2) a certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination, or; 3) completion of the requirements for a degree that included substantial course work in accounting or auditing.

GS-07: Your resume must also demonstrate that you have successfully completed one full year of graduate level education OR you have have successfully completed a bachelor's degree with superior academic achievement OR you have at least one year of specialized experience at or equivalent to the GS-05 grade level or pay band in the Federal service or equivalent experience in the private or public sector assisting performing accounting work, including the maintenance of accounting records, preparation, analysis and interpretation of financial statements; reviewing accounting data for accuracy to ensure the integrity of the accounting system; monitoring financial logs to identify errors or trends OR you have a combination of education and experience that equates to one year of experience.

GS-09: Your resume must also demonstrate that you have successfully completed a master's or equivalent graduate degree OR have successfully completed two full years of progressively higher graduate level education leading to a master's degree OR you have obtained an LL.B. or J.D. that is related to the position being filled OR you have at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector maintaining accounting records and preparing financial reports for review; identifying problem transactions to ensure proper posting to appropriate balance sheet and income statement accounts; and identifying budget or funds management problems and assisting others in offering alternative solutions OR you have a combination of education and experience that equates to one year of experience.

GS-11: Your resume must also demonstrate that you have have successfully completed a Ph.D. or equivalent doctoral degree OR you have successfully completed three full years of progressively higher level graduate education leading to a Ph.D. or equivalent degree OR you have successfully completed an LL.M. degree that is related to the position being filled OR you have at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector applying accounting principles, theories, and techniques to perform accounting work for operational programs or systems; examining accounting data/records to ensure accuracy and investigate complaints; developing queries and reports utilizing automated accounting systems; and analyzing and advising managers on accounting and financial matters OR you have a combination of education and experience that equates to one year of experience.

GS-12: Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector adapting standard accounting principles, theories, techniques and procedures to solve problems where little to no precedent information exists; assessing internal control processes and accounting systems to solve a variety of accounting and/or auditing problems; analyzing accounting systems by adapting conventional accounting and analytical techniques to solve controversial accounting problems.

GS-13: Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector analyzing financial reports for effective management control of financial requirements and resources; formulating a variety of business processes impacting execution of funds and related financial postings; and analyzing new and proposed legislation, system changes, and business rules to determine impact on financial systems or programs.

GS-14: Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector providing management analysis and systems development to ensure incorporation of sound accounting principles, practices, and procedures; determining and implementing business processes and executing financial reporting and/or asset management requirements; and confirming the accuracy of financial data by analyzing financial transactions, trends, and metrics.

GS-15: Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-14 grade level or pay band in the Federal service or equivalent experience in the private or public sector providing expert advice to senior managers, program managers, and other Comptroller personnel on interpretation of accounting regulations pertinent to the financial operation; resolving unique and sensitive financial and accounting problems; reviewing, analyzing, and auditing a wide variety of accounting and/or financial systems and documentation required to prepare, validate and analyze financial statements, records, and reports; and overseeing and maintaining, the integrity of financial operations, accounts/ reports financial resources planning, programming, budgeting and accounting.

LEVEL OF RESPONSIBILITY: MSRI is an entry level trainee position, receiving guidance and instruction from management and higher level Member Service Representatives. An MSRI performs basic account servicing functions provided at the greeter station, MSR office, and the teller line. ESSENTIAL DUTIES: * Practice CBC core values: * Make It Right-CBC pledges to do the right thing for our credit union by providing the greatest benefit possible to our members and our community * Make It Easy-CBC pledges to provide easy financial solutions, convenient locations, efficient service and simplified processes * Make It Personal-CBC pledges to nurture deep, personal relationships with members, based on their individual needs and preferences * Perform Account Servicing Functions: * Process deposits, withdrawals, loan payments, cash advances; redeem savings bonds; sell money orders, corporate and cashier's checks * Open/close accounts, re-order checks, place stop payments, submit items for special processing, cancel and reissue debit cards * Assist members with account inquiries such as account balances, transaction history and other various inquiries * Review account information for restrictions and funds availability; provide information on account status and account actions * Process bank wires and Western Union requests; submit requests for internal transfers * Verify and update member records (name, address, telephone numbers, etc.) * Provide notary services if commissioned * Comply with the Bank Secrecy Act including Customer Identification Program and required reporting * Educate current and potential member about CBC products and services: * Screen membership applications and determine applicant's eligibility * Cross sell products and services that will improve the member's financial well-being; when appropriate refer members to CUSO Financial Services * Educate and assist members with electronic and on-line services such as the ATM network, on-line account access, web bill pay and transfer options * Educate members about IRA products; forward necessary paperwork to the appropriate department * Research and analyze problems related to members' accounts: * Initiate investigative or corrective procedures including requests to management to grant exceptions and waiving fees within authorized limits * Interview and assist members with ATM and fraudulent account activity claims; obtain signed forgery affidavits and supporting documents; contact appropriate credit union department to initiate account investigation and adjustments * Remain diligent to fraud and abuse situations and patterns; advise appropriate channels when suspicious activity occurs * On behalf CBC Collections department, collect delinquent or over the limit amounts; refer to the internal collections if efforts are unsuccessful * Perform cash and other negotiable instruments handling: * Ensure that cash and negotiable items are secure at all times * Reconcile daily cash received and disbursed * Assist with cash verification and replenishment for ATMs, TCDs and TCRs * Assist with money deliveries * Accept and issue checks and other negotiable instruments according to CBC guidelines * Follow CBC cash reporting and handling limits * Assist members with lending products: * Promote CBC lending products and services (loans, credit cards, mortgages, etc.) * Refer interested members and potential members to the Loan Sales Team (warm transfer) for consumer lending and to the Mortgage Department for real estate lending * Retrieve and help members to sign approved consumer loan documents; identify discrepancies and take corrective actions. * May assist with branch opening and closing procedures. * May serve as branch vault custodian. * May be asked to represent CBC FCU at various community events i.e. CBC Shredding day, Seabee Days etc. * Perform other duties as assigned.
