This position is part of the Defense Human Resources Activity, Defense Human Resources Activity. The incumbent will be responsible for supporting Accounting in executing long-range tactical plans and accomplishing the organization's mission to provide world-class financial services support to develop and implement the best standard accounting, finance practices, processes, and procedures.
As a ACCOUNTANT at the GS-0510-14 some of your typical work assignments may include:
Executes the planning, tracking, and coordinating a multitude of Agency-wide efforts designed to achieve the DHRA strategic goal of passing the scrutiny of an external audit and sustaining an unmodified audit opinion.
Coordinate to improve policies and controls of DHRA's end-to-end procedures, as they affect accounting and financial management business processes and act as the DHRA liaison with the Defense Finance and Accounting Service (DFAS) and the Defense Logistics Agency (DLA) regarding accounting, reconciliation, and reporting of all funding to include Operational and Maintenance; Research, Development, Testing and Evaluation, Procurement Defense-Wide.
Perform Financial Reporting and Overview of DHRA's reports submitted by DFAS and the Defense Agencies Initiative (DAI) system which includes ensuring financial transactions are processed timely and accurately, reviewed and reconciled to coincide with the DoD accounting metric standards.
Perform feeder system reconciliations of discrepancies and ensure they are corrected timely to produce accurate financial statements.

You may qualify at the GS-14, if you fulfill the following qualifications:
A. One year of specialized experience equivalent to the GS-13 grade level in the Federal service:
1.Plan, track and coordinate accounting efforts to pass an external audit.
2.Support the Financial Improvement and Audit Remediation (FIAR) plan by ensuring applicable, business cycles are updated to include the processes and procedures.
3.Perform an agency Quarterly Financial Statements Trend Analysis Process for the principal statements.
Selective Placement Factor: Must have professional experience with agency feeder systems and reviewing of related supporting documentation to validate the accuracy, and completeness of the variances.

Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.")
Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:
Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law; A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.
