This is a full-time, FLSA non-exempt position with the Carson City Treasurer's Office. Under direction, performs routine to complex accounting work related to the preparation and maintenance of financial records, the audit of financial transactions and the production of reports and statements in a centralized or departmental setting.

Salary Ranges:

(Employer-Paid PERS)$33.2527 - $46.5538 hourly / $69,165.72 - $96,831.80 annually

(Employee/Employer-Paid PERS) $39.4637 - $55.2492 hourly / $82,084.60 - $114,918.44annually

Examples of Duties

This class specification lists the major duties and requirements of the job and is not all-inclusive. Incumbent(s) may be expected to perform job-related duties other than those contained in this document and may be required to have specific job-related knowledge and skills.

  • Reviews accounting and financial documents to ensure accuracy of information and calculations and makes correcting entries; examines supporting documentation to establish proper authorization and conformance with contracts and other agreements, policies and appropriate regulations.

  • Prepares and maintains control and subsidiary accounting records; prepares trial balances and financial reports.

  • Prepares annual tax filings; receives and processes tax payments; applies interest and issues delinquency notices as required.

  • Compiles and prepares journal entries and periodic reconciliations of general ledger, journal, subsidiary accounts and bank statements; makes correcting entries as required; compiles and prepares financial reports and supporting schedules and documentation.

  • Maintains expenditure and budgetary control accounts; may compile departmental operational and/or capital improvement figures and review and authorize expenditures; prepares cash transfers among funds.

  • Maintains financial records for various funding sources, including grants and capital improvement projects; prepares reports for such funding agencies.

  • Reviews invoices, ensures proper documentation, balances against requisitions, purchase orders and contracts and authorizes payment; maintains records of leases and applicable payments; audits various accounting and financial documents for accuracy and appropriateness.

  • Reviews grant expenditures and ensures compliance with grant program requirements; prepares and submits requests for payment of grants.

  • Confers with operating staff, vendors, contractors and others regarding invoices and payment status.

  • Contributes to the overall quality of the department's service provision by developing and coordinating work teams and by reviewing, recommending and implementing improved policies and procedures.

  • Prepares a variety of technical, statistical and narrative written reports, correspondence, procedures and other written materials.

  • Trains and assists City staff in various budget and financial matters.

  • Uses standard office equipment, including a computer, in the course of the work; drives a personal or City motor vehicle to attend meetings and visit off-site City locations.

  • Demonstrates courteous and cooperative behavior when interacting with elected officials, clients, visitors, and staff; acts in a manner that promotes a harmonious and effective workplace environment

  • Maintains absolute confidentiality of work-related issues, records and City information.

  • At times may be required to work outside normal business hours and work extended hours to accomplish requirements of the position.

Typical Qualifications

To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the knowledge, skill, and/or ability required.

Education and Experience:

Bachelor's Degree in Accounting, Finance, or related field; AND two (2) years of professional accounting experience; OR an equivalent combination of education, training and experience as determined by Human Resources.

REQUIRED CERTIFICATES, LICENSES, AND REGISTRATIONS:

  • None.

  • Principles and practices of general and fund accounting.

  • Codes and regulations related to the work.

  • Financial record keeping and bookkeeping practices and techniques.

  • Standard office practices and procedures, including filing and the operation of standard office equipment.

  • Basic practices of reviewing financial documents for completeness and accuracy.

  • Business mathematics, including statistics and financial analysis techniques.

  • Communicating effectively in oral and written forms.

  • Reviewing financial documents for completeness and accuracy.

  • Compiling and reviewing budget figures.

SUPERVISION RECEIVED AND EXERCISED:

Under Direction- Assignments and objectives are presented to incumbents at this level and established work processes are to be followed. Incumbents have some flexibility in the selection of work methods, the timing of work processes, and the methods of completing tasks. Supervision is periodic and is usually initiated by employee and/or when important problems, significant changes from past procedures, and policy implications are involved.

Mobility to work in a typical office setting, use standard office equipment and stamina to sit for extended periods of time; strength to lift and carry up to 20 pounds; vision to read printed materials; and hearing and speech to communicate in person or over the telephone; exposure to traffic conditions and external environment when traveling from one office to another.

Supplemental Information

  • All new employees will serve a probationary period of twelve (12) months.Such employees are not subject to the collective bargaining agreement and may be laid off or discharged during this period for any reason.

  • Continued employment is contingent upon all required licenses and certificates being maintained in active status without suspension or revocation.

  • Any City employee may be required to stay at or return to work during emergencies to perform duties specific to this classification or to perform other duties as requested in an assigned response position. This may require working a non-traditional work schedule or working outside normal assigned duties during the incident and/or emergency.

  • Employees may be required to complete Incident Command System training as a condition of continuing employment.

  • New employees are required to submit to a fingerprint based background investigation which cost the new employee $48.25 and a drug screen which costs $36.50. Employment is contingent upon passing the background and the drug screen.

  • Carson City participates in E-Verify and will provide the Social Security Administration (SSA) and, if necessary, the Department of Homeland Security (DHS), with information from each applicant's Form I-9 to confirm work authorization.
