The Center for Excellence in Disabilities at West Virginia University is currently accepting applications for an Accountant.

About the Opportunity

As an Accountant, you will provide accounting support to set up and maintain the accounting system for the MODIFY grant contract for West Virginia University Center for Excellence in Disabilities. You will provide support for all procurement, contractual and fiscal matters related to this grant.

What you'll do:

  • Independently plans, develops, implements and monitors the fiscal operations of the MODIFY Grant funding source, expense accounts, travel, purchasing, and contractual agreements.

  • Compiles and analyzes financial reports detailing expenditures, availability of funds, and costs to analyze expenditure and revenue trends. Reviews the use of programmatic resources for all contractual initiatives to help ensure the effective use of resources in meeting goals.

  • Maintains budget balances for all program recipients. Prepares financial reports on grant recipient's activities for transmittal to institution's budget office and state and federal agencies.

  • Assists with the completion of budget summaries for grant and contract proposals.

  • Implements and monitors internal procedures for fiscal oversight of the grant to ensure compliance with institutional, state and federal guidelines. Evaluates effectiveness of financial operations and makes recommendations for corrective action.

  • Develops and monitors internal systems to monitor revenue and expenses related to the MODIFY grant, including policies and procedures, audit trails, and record keeping.

  • Administers pre-paid cards for the MODIFY grant and recipients.

  • Monitors and edits purchase card transactions accurately and timely to ensure charges are posted to the proper accounts.

  • Monitors account activity for grant recipients and contracts. Reconciles monthly financial reports and provides to grant PI and PM.

  • Prepares monthly reports of program expenditures and serves as resource for programmatic questions.

  • Assist Program Managers in interpreting and understanding financial reports.

  • Assures compliance with the funding agencies and institution for acceptable expenditure categories.

  • Assists with organizing the final budget proposal based on each year's trends and policy changes.

  • Interfaces with center finance team at all levels as needed to assure adherence to all policies and procedures as required to accomplish funding source requirements.

  • Prepare, process, track, maintain, and monitor Oracle requisitions/purchase orders, travel settlements, employee reimbursements, WVU/WVU Research Corporation Procurement Card procurements and monitor all WVU Foundation accounts by maintaining a comprehensive record of all transactions. Process, track and maintain invoice database on Oracle based procurements, procurement card order validation, and reconcile such database to internal Grant Manager Ledger. These duties shall be performed in conjunction with and under the guidance of CED's Assistant Director for Finance and shall be in compliance with federal/state/University guidelines.

  • Communicates with vendors, suppliers or consumers to solve any problems that may arise with the procurement of equipment/materials for or impacting the program via face-to-face, telephone, e-mail, or written correspondence.

  • Review, process, and monitor expenditure requests for all program recipients to ensure compliance with program requirements/limitations.

  • Assist with all financial aspects of the MODIFY grant under the guidance of the Assistant Director for Finance.

  • Responsible for collecting and analyzing information on the various federal, state and local regulations and guidelines as they pertain to the MODIFY Grant.

  • Bachelor's degree in accounting or related field, or an equivalent combination of education and experience.

  • A minimum of one (1) year of relevant experience.

  • Comprehensive working knowledge of accounting system and principles.

  • Excellent oral and writing skills.

  • Strong attention to detail.

  • Ability to use spreadsheets and word processing software programs for accounting, budget preparation and correspondence.

  • Demonstrated ability to prepare, analyze, and maintain spreadsheets to track expenses, forecast future spending, and maintain current budget data.

  • Demonstrated ability to work independently, efficiently, and effectively with minimal supervision.

  • Demonstrated ability to exercise good judgment.

  • Ability to set priorities, work independently and carry out important assignments with short timelines.

  • Working knowledge of funding mechanisms that specifically include grants, contracts and cooperative agreements with federal and state agencies.

  • Demonstrated skill in working with software programs such as Word and Excel.

  • Ability to work with others, to assist non-finance staff with information needed to manage program finances.
