Essential Function 1
35% Maintains accounting records for division funds.
Reviews, audits, and posts payments for purchases from the fund as well as the posting of deposits to the fund.
Responsible for the accounting related to the allocation of division funds made available for individual Unit's use and disbursement of those funds.
Prepares and reconciles the financial records of the individual units to the accounting records and balance of the fund.
Enters, audits, releases, and maintains DMA contracts in SAP; coordinates with the Procurement Unit to determine appropriate entry and make corrections; coordinates with Deputy Comptroller to establish contract with Illinois Office of the Comptroller.
Prepares status statements of balance available for the individual units and makes that information available to the units.
Essential Function 2
25% Processes all utility bills (electricity and gas heat), Air Base bills, and IMFRF Grants for The Department of Military Affairs (DMA).
Reviews and audits bills and originates the AIS-13 entries.
Reviews and releases C-13 vouchers to the IOC for payment after obtaining final approval and authorization from higher management.
Maintains a spreadsheet of utility/Grant expenditures by month and facility for the fiscal year for monitoring and tracking of expenditures for budget purposes.
Essential Function 3
15% Processes payroll file and maintains appropriate payroll records.
Performs calculations for the purpose of payroll entry, and audits payroll file for errors prior to processing.
Prepares and presents billing statements for these amounts to Federal staff for reimbursement to the DMA.
Track and record receipts of the related federal reimbursement and maintains detailed records of amounts due from the federal government in relation to the program.
Essential Function 4
10% Processes payments for travel reimbursement and for museum and historic artifact related disbursements.
Review and audit C-10 or billing invoice
Originating or approving AIS-13 entries
Review and release vouchers to the IOC for payment after obtaining final approval and authorization from higher management.
Essential Function 5
5% Sorts and distributes all DMA employee paychecks and processes all Court of Claims investigations for the Department.
Essential Function 6
5% Provides messenger service for the Comptroller Division.
Essential Function 7
5% Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.
Minimum Qualifications
1.Requires knowledge, skill and mental development equivalent to the completion of four years of college with courses in business administration and accounting
2.Requires two years of professional experience in accounting, external auditing, budgetary planning, and control of public accounting.
Preferred Qualifications
1.Prefer the ability to use computer and software including MS Excel and AIS (Accounting Information System)
2.Prefer the acuity to read printed and handwritten materials, manuals and instructions and to post financial information to journals, requisitions, legers and other financial records.
Employment Condition
1.Requires the ability to pass a DoD background investigation and obtain a DoD Common Access Card (CAC) prior to hire or transfer.
2.Position is primary sedentary; however, may require being on feet for long periods of time.
3.Requires ability to lift and carry 50lbs, i.e., heavy boxes of files and supplies.
