Job Description
The Department of Revenue, Treasury Division is recruiting for a full-time permanent Accountant 5 in Juneau.
Please note: Salary has been updated to reflect most recent salary schedule change effective July 1, 2024.
The Treasury Division is the bank and trust department for the State of Alaska. It provides cash management, portfolio management, debt management and accounting services for the various retirement funds, the State's General Fund, the Constitutional Budget Reserve Fund and numerous other funds and trusts. This position is assigned to the division's asset accounting section.
Duties of this Position may include but are not limited to:
Oversee accounting for state investments
Supervise up to five accountants
Review monthly and quarterly reconciliations
Calculate and track the State and ARMB's management fees, performance fees, and unfunded capital commitment amounts
Compliance over pricing provided by the custodial bank
Assistance with the yearly independent audit of the Treasury Division
Interpretation and application of policies, procedures, contracts, regulations, and statutes
Other duties and projects as assigned

Thorough knowledge of accounting theories, concepts, principles, and methods
Skill in preparing accurate, complete, and concise financial reports, budgets, and statements

Ability to communicate effectively with others, verbally and in writing
Ability to analyze and solve problems both independently and collaboratively
Ability to apply advanced technology, operate new and old systems concurrently, and conduct examinations requiring an integrated analysis of intricate and complex accounting systems, business activities, and financing
Excellent time management and organizational skills, reliability, accuracy, attention to detail, and the ability to work under pressure with limited direction is preferred
Ability to identify discrepancies or inaccuracies in financial data and make corrections
Skill in creating and maintaining Excel spreadsheets; and
Ability to interpret, apply, and explain policies, procedures, regulations, and statutes.
NOTE TO APPLICANTS:
A bachelor's degree in accounting, finance or related business degree is highly desired.
Minimum Qualifications

Financial Systems: Knowledge of the standards, architecture, and specifications of automated financial systems, including source documents, system flows, system interfaces, and related internal controls.
Principles of Accounting: Knowledge of generally accepted accounting principles, standards, and practices (for example, double entry accounting, accrual accounting), including the full accounting cycle and the preparation of work sheets, financial statements, ledgers, and journals.
Technical Credibility: Understands and appropriately applies principles, procedures, requirements, regulations, and policies related to specialized expertise.
Equivalent to those typically gained by:
Any combination of preparatory post-secondary education and/or progressively responsible professional level experience in accounting, budgeting, or financial management.
Special Note:

"Typically gained by" means the prevalent, usual method of gaining the competencies expected for entry into the job.
