The Office of the Secretary (OS) is responsible for providing quality fiscal, human resources and administrative services to ensure the achievement of the mission and objectives of the Department of Natural Resources (DNR).

The Fiscal Services Division of the Office of the Secretary provides complete financial management services for the various offices that make up DNR, constituting four separate budget units. Its functions include annual budget preparation, maintaining accounts reflecting the department's revenues received and costs incurred, and providing financial management reports and advice.

Employees are eligible for flexible work schedules upon hire and up to 2 days of telework after 6 months.

LOCATION AND POSITION:

This position is located in the Fiscal Division (Budget) within the Office of the Secretary in Baton Rouge, LA and is under the supervision of the Accountant Manager 3. This position has responsibilities of a complex nature and the incumbent must be knowledgeable and trained to independently apply a variety of managerial, communications, budgetary, and analytical techniques to perform the requirements. Incumbent must also have a knowledge of different software packages including Windows, Word, Excel, as well as LaGov. Incumbent may be required to work some overtime during peak periods. Duties and responsibilities include, but are not limited to the following:

  • Post Review/approve all federal grant budget applications, requests for budget adjustments and revisions for sub recipients.
  • Ensures and develops certified assurances and special conditions, with regard to sub recipients, are standard and current across all federal and state programs in DENR.
  • Develops policy recommendations for sub recipients regarding issues involved in federal and state grant programs. Interprets federal and state laws, rules and regulations as regards to grants/sub recipients.
  • Review/approve sub recipient grant close outs to ensure proper de-obligation of unexpended funds in accordance with federal rules and regulations.
  • Collaborate with program managers to develop grant budgets and ensure proper allocation of funds.
  • Prepare monthly FFATA report.
  • Audit sub recipient financial statements and assist with federal drawdowns and Federal Financial Reports.
  • Participates in special projects and performs other duties as may be assigned by the Accountant Manager 3, Budget Administrator, Deputy Undersecretary and Undersecretary.

Note regarding the advertised pay range: The Accountant 4 has an established special entrance rate (SER) that is set above the minimum of the pay level and the advertised minimum. The maximum amounts listed are the maximum salary amounts a person can make at each level over their career and not the amount we are allowed to pay a new hire.

MINIMUM QUALIFICATIONS:

A baccalaureate degree with twenty-four semester hours in accounting plus three years of professional level experience in accounting or financial auditing.

SUBSTITUTIONS:

A certified public accountant (CPA) certificate will substitute for the baccalaureate degree with twenty-four semester hours in accounting plus one year of experience.

A master's degree in accounting, business administration, finance, management, economics, quantitative methods, or public administration will substitute for one year of the required experience.

SUBSTITUTIONS FOR DEGREE ONLY:

Six years of full-time work experience in any field may be substituted for the required baccalaureate degree (not the 24 hours in accounting).

Candidates without a baccalaureate degree may combine work experience and college credit to substitute for the baccalaureate degree (not the 24 hours in accounting) as follows:

A maximum of 120 semester hours may be combined with experience to substitute for the baccalaureate degree.

30 to 59 semester hours credit will substitute for one year of experience towards the baccalaureate degree.

60 to 89 semester hours credit will substitute for two years of experience towards the baccalaureate degree.

90 to 119 semester hours credit will substitute for three years of experience towards the baccalaureate degree.

120 or more semester hours credit will substitute for four years of experience towards the baccalaureate degree.

College credit earned without obtaining a baccalaureate degree may be substituted for a maximum of four years full-time work experience towards the baccalaureate degree. Candidates with 120 or more semester hours of credit, but without a degree, must also have at least two years of full-time work experience to substitute for the baccalaureate degree.

NOTE: Any college hours or degree must be from an accredited college or university.

Supervision Received:

Generally from an Accountant Manager or higher-level fiscal/administrative position. 

Supervision Exercised:

May supervise one lower level fiscal professional.

Job Distinctions:

Differs from Accountant 3 by the presence of serving as a technical specialist over assigned programs.

Differs from Accountant Supervisors and Managers by the absence of direct supervision of required Accounting subordinates.

Prepares required financial statements and fiscal reports which include the compilation and analysis of data for monthly, quarterly, and annual reports.

Communicates with public and private accountants; state, federal, and independent auditors; banks; brokerage firms; program or management personnel; and vendors for the purpose of providing information and technical assistance needed to resolve problems.

Maintains cash management records, including funds drawn and received, funds disbursed by sources, deposits of funds, issuance of refunds, and classifies revenue as to sources of funding and expenditures as to their nature.

Prepares, monitors, reconciles, audits, and forecasts revenues, expenditures, and budgets.

Reviews and approves purchases and contracts.

Participates in the development of new accounting techniques in the design and implementation of accounting subsystems, compilation of manuals for accounting and computer application, and preparing managerial reports.
