Minimum Qualifications

MINIMUM QUALIFICATIONS:

A baccalaureate degree with twenty-four semester hours in accounting plus one year of professional level experience in accounting or financial auditing.

SUBSTITUTIONS:

A certified public accountant (CPA) certificate will substitute for the baccalaureate degree with twenty-four semester hours in accounting plus one year of experience.

A master's degree in accounting, business administration, finance, management, economics, quantitative methods, or public administration will substitute for the one year of required experience.

SUBSTITUTIONS FOR DEGREE ONLY:

Six years of full-time work experience in any field may be substituted for the required baccalaureate degree (not the 24 hours in accounting).

Candidates without a baccalaureate degree may combine work experience and college credit to substitute for the baccalaureate degree (not the 24 hours in accounting) as follows:

A maximum of 120 semester hours may be combined with experience to substitute for the baccalaureate degree.

30 to 59 semester hours credit will substitute for one year of experience towards the baccalaureate degree.

60 to 89 semester hours credit will substitute for two years of experience towards the baccalaureate degree.

90 to 119 semester hours credit will substitute for three years of experience towards the baccalaureate degree.

120 or more semester hours credit will substitute for four years of experience towards the baccalaureate degree.

College credit earned without obtaining a baccalaureate degree may be substituted for a maximum of four years full-time work experience towards the baccalaureate degree. Candidates with 120 or more semester hours of credit, but without a degree, must also have at least two years of full-time work experience to substitute for the baccalaureate degree.

NOTE: Any college hours or degree must be from an accredited college or university.

Examples of Work

Incumbent is responsible for performing business functions for the Revenue Section within the Louisiana Department of Agriculture & Forestry (Department) in accordance with laws, rules, regulations, policy and procedures of the Department and the State. The Department collects approximately $63.1 million annually in revenues, with a total of approximately 350 sources of revenue. Supervision for this position is received from the Accountant Manager 1.

Responsible for Department account receivables, note receivables, and collections in accordance with Louisiana Administrative Code 4: XIII, Chapter 1.

Follows Louisiana Civil Code of prescriptive period for filing suit to collect on delinquent accounts and other monies owed to the Department.

Maintain records of all account and note receivables both due and received in house or through Department of Justice collections.

Reports the outstanding receivables to each of the respective six Assistant Commissioners. Ensures 2nd and 3rd letters/notices have been sent to attempt to collect delinquent receivables.

Determines whether the collection is subject to additional interest in the amount due, and if so, applies the correct percentage according to the type of debt due.

Responsible for the accuracy, completeness, and consistency of account receivables, note receivables, and collections data.

Collects all account and note receivables information and produce monthly, quarterly, and annual debt collection reports along with an annual outstanding receivables report to Department personnel, OMF fiscal management, and the Division of Administration.

Ensures that all reporting is in compliance with OSRAP and other reporting guidelines by researching and following rules and regulations.

Recommends accounts to be written off to each of the six Assistant Commissioners and communicates with Departmental staff on final disposition of all account and note receivables that are not turned over to the legal staff.

Communicate with the legal staff to determine status of debt collection cases, i.e., write-offs, cancellations, etc., and updates the records accordingly.

Review, audit, and approve records of assessment and fee payments relative to accounts receivable from over 200 sources of revenue.

Reviews forms and checks for completeness, legitimacy of transaction, and proper authorization.

Transmit funds to deposit and ensure funds are classified to proper LaGov codes.

Confer with clients, vendors, federal employees, and companies to obtain information, answer questions, and resolve problems.

Collaborate on the development and implementation of policy and uniform guidelines in regard to the revenue collection processes. 1

Periodically handle the receipt desk and receive payments by cash, check, or credit card from the public and the Department's Inspectors.

Payments are processed by entering transaction in the computerized system.

A daily reconciliation is performed by completing a transmittal form, balancing the transmittal to the funds and forms received, stamping checks for deposit, and running adding machine tapes to ensure daily amounts collected are correct.
