The Iowa Department of Revenue's Internal Services Division is seeking an Accountant 2 to join our Accounting & Finance Bureau.
The Internal Services Division manages all administrative functions for the Department, including the following:
Manages the Department's $155.4 million budget and provides centralized accounting services
Performs project management and management of facilities
Coordinates Department procurement
Oversees general administrative services for the Department
Protects and preserves taxpayer information
Manages human resources, data analytics, security & disclosure, and communication strategy throughout various types of media
In this position you will be responsible the following duties:
Perform complex general ledger reconciliations on a monthly basis. Identify and explain any discrepancies, ensure corrections are made as needed, and maintain supporting documentation to ensure an adequate audit trail is in place
Process payroll for the Lottery division and reconcile leave reports to time sheets and/or the bi-weekly payroll journal. Estimate year-end payroll GASB accruals for financial statement reporting purposes
Act as a key participant in the licensing determination process of the Lottery division, and make recommendations to management regarding bonding of retailers
Post assigned Iowa Advantage expense entries and pull-tab inventory/inventory expense entries from the online gaming system to the general ledger on a daily or weekly basis
Calculate retailer incentives and post these, as well as any other retailer adjustments, on the on-line gaming system
Perform quarterly 1099 retailer comparison between the IRS TIN Matching program and the on-line gaming system. Reconcile retailer 1099 information and prepare forms for mailing on annually
Perform ICS balancing and midday draws on a rotational basis
Preference will be given to candidates with experience in the following:
Extensive experience creating and posting complex journal entries in a general ledger system.
Extensive knowledge of payroll and year-end GASB accruals as well as experience performing pre-audit review of documents.
Advanced experience reconciling various general ledger accounts and demonstrates strong analytical skills and ability to research and resolve errors or explain variances and shows confidence in correcting errors.
Experience working with Microsoft Dynamics Great Plains (GP) GL system.
Experience working in a fast paced environment and demonstrates ability to multi-task in order to meet deadlines.
Experience working at the Iowa Lottery in the Finance department or Regional Office.
Experience working with external customers on licensing applications as well as working with internal staff.

Ability to classify accounting transactions, maintain and reconcile accounts, close accounts and prepare reports and statements

Graduation from an accredited four year college or university with a minimum of twelve semester hours (or its equivalent) in accounting, business administration or finance; course work and eighteen months of responsible experience in accounting, accounts examination or verification, budgeting or closely related fiscal experience with a governmental agency, public accounting firm, or private industry;
OR
substitution of work experience in the public or private sector which entailed accounting, auditing, budgeting, assessment or computation of taxes, or closely related financial functions (e.g., treasurer, comptroller, accountant, auditor, budget analyst, etc.) on a year-for-year basis for the required education (thirty semester or equivalent hours equal one year);
OR
substitution of successful completion of a post-high school vocational/technical, business college, or area community college curriculum in accounting which included concentrated course work equivalent to twenty semester hours (or more) in accounting for the required education;
OR
any combination of qualifying post high school level education and experience which totals five and one-half years;
OR
employees with current continuous experience in the state service that includes the equivalent of six months of full-time experience as an Accounting Technician 2 shall be considered as qualifying;
OR
substituting graduate level course work in accounting, business administration, or finance for each year of the required experience on the basis that satisfactory completion of 30 semester or equivalent hours of graduate level course work is equivalent to one year of experience;
OR
employees with current continuous experience in the state service that includes the equivalent of eighteen months of full-time experience as an Accounting Technician 1 shall be considered as qualifying;
OR
Certified Public Accountants may qualify with six months of the required experience;
OR
employees with current continuous experience in the state classified service that includes the equivalent of twelve months of full-time experience as an Accountant/Auditor 1, six months of full-time experience as an Accounting Technician 3, or twenty-four months of full-time experience as an Accounting Technician 2 shall be considered as qualifying.
