Job Summary: The Arizona State Land Department maintains over 10,000 leases, 13 beneficiaries, approximately 100 receipt types, and receives more than $200 million in revenue each year. Under the guidance of the Accounting Supervisor, the Accountant 2 position is responsible for the proper accounting of Land Department payroll, fixed asset management, and collections in accordance with GAAP and State of Arizona policies relevant to payroll, fixed assets and debt recognition. The position also focuses on monitoring the shared Accounts payable email, maintaining bond files, and working directly with the A/R Supervisor on tasks as assigned.

Position Responsibility Summary:

  • Prepare monthly accounts payable average pay report. This is an internal report measuring the processing time of the accounts payable function. Complete work steps in a timely and accurate manner as outlined in the audit programs;

  • Prepare and maintain long term department leases that qualify for the Governmental Accounting Standards Board (GASB87);

  • Prepare the agency Annual Comprehensive Financial Reports (ACFR).

  • Prepare and maintain information technology fixed assets that qualify for the Governmental Accounting Standards Board (GASB94);

  • Survey operations to ascertain accounting needs and to recommend, develop, or maintain solutions to business and financial problems;

  • Creates, tracks and monitors Commissioner orders for Lease Rental Defaults and permit cancellations;

  • Monitor, track, and process lease cancellations researching open invoices for inclusion and accuracy;

  • Monitor and track the appraisals revolving fund for payments and revenue;

  • Serves as back up support for the Accounting Specialist III - processing accounts payable invoices and monthly, annual, and demand billing;

  • Shared responsibilities for all payroll activities including reporting;

  • Shared responsibilities audits time records and financial transactions in HRIS, AFIS and ETE; in addition to reconciling fiscal data;

  • Shared responsibilities for fixed asset management, reconciliation, and inventory; enters and maintains information in the statewide accounting system;

  • Manages the Department's delinquent payments and accounting default process. Works closely with Administrative Procedures & Information Section to ensure accurate and timely reporting;

  • Creates, monitors and tracks the Department's Collections and Uncollectible Debt referrals to the Attorney General's office.

This position may offer the ability to work remotely, within Arizona, based upon the department's business needs and continual meeting of expected performance measures.

Job Duties:

  • Responsible for bi-weekly payroll processing and associated monthly reporting duties. Audits time records and financial transactions in HRIS, AFIS and ETE; in addition to reconciling fiscal data. Monitors and maintains ETE, AFIS and HRIS to ensure accurate processing of payroll transactions. Performs complex calculations, processes payroll documents and performs system entries. Provides instruction and training on preparation of payroll records and expenditure recording. (30%)
  • Accurately tracks delinquent payments; Creates, tracks and monitors Commissioner orders for Lease Rental Defaults and permit cancellations; Manages the Department's suspense funds; Creates, monitors and tracks the Department's Collections and Uncollectible Debt referrals to the Attorney General's office submitting collection requests as identified and submitting uncollectible debt quarterly; Maintains and tracks cash bond receipts and releases; Creates and processes intra-agency electronic fund transfers; Reviews fiscal documents and verifies for accuracy, timeliness, and proper preparation; Assesses accuracy, researching discrepancies, track of checks being researched to ensuring accurate and timely deposits. (20%)
  • Downloads and saves invoices received in Accounts payable email daily; Completes 3 way matching; Updates Warrant list daily; Serves as back up support for the Accounting Specialist III - processing invoices and monitoring PO spend versus the approved PO amount; processing monthly, annual, and demand billing. Examines and verifies such fiscal transactions as billing invoices, payments, payroll or other financial documents; Analyze employee travel reimbursements to ensure compliance with SAAM and agency policies. (20%)
  • Responsible for fixed asset management, reconciliation, physical inventory and surplus inventory; Enters and maintains information in the statewide accounting system; Provides all monthly and annual fixed asset reporting. (20%)
  • Applies the principles, theories, and concepts of the Arizona Management System; actively participating in daily group huddles and huddle board updates; continually identifying areas for process and quality improvement; adhering to established standard work and procedures. (5%)
  • All other relevant duties as assigned. (5%)

Knowledge, Skills & Abilities (KSAs):

Knowledge

The employee in this position must have an understanding and working knowledge of real estate transactions; Department of Administration forms and procedures; complex mathematical calculations; computer programs; Land Department business system, financial and accounting structure, statutes, procedures and programs; Generally Accepted Accounting Principles (GMP); and land records research methodology.

Skills

The employee in this position must have the following skills: analytical, organizational, supervisory, task organization and accomplishment, techniques required to maintain accounting records through automated accounting systems, computer, mathematical, written and oral communication, and interpersonal.

Abilities

Ability to impart knowledge to others. Ability to communicate effectively in oral and written communications, especially for financial information and process mapping. Ability to understand and anticipate constituent and stakeholder concerns. Ability to make sure job responsibilities are completed in a timely manner. Selective Preference(s):

A Bachelor's degree or college course work in a relevant field. A minimum of (1) year of governmental experience (Accounting, Auditing, Finance, etc.) A minimum 3 years of professional level accounting experience.

Pre-Employment Requirements:

This position may require occasional driving or the use of a vehicle as an essential function of the job, then the following requirements apply. Any employee operating a motor vehicle on State business must possess and retain a current, valid class-appropriate driver's license, complete all required training, and successfully pass all necessary driver's license record checks. The license must be current, unexpired, and neither revoked nor suspended. Employees who drive on state business are subject to driver's license record checks, must maintain acceptable driving records, and must complete all required driver training. An employee who operates a personally owned vehicle on state business shall maintain the statutorily required liability insurance (see Arizona Administrative Code (A.A.C.) R2-10-207.11).
