Responsibilities

As an Account Executive, you will:

  • Monitor the portfolio for potential or imminent defaults and proactively communicate relevant pre-default information to the Owner/Management Agent and mortgagee. When appropriate, recommend corrective actions and assist the Owner/Management agent and mortgagee prepare a corrective plan of action to address the problems.

  • Manage the transition of a project from Production to Asset Management insuring that all executed agreements are monitored in accordance with established policies and procedures. Responsible for monitoring lease-up, reviewing monthly accounting reports and other servicing requirements to insure that the property does not go into default.

  • Responsible for maintaining individual project timelines as they relate to the management plan goals. Participate in timeline programming decisions affecting long and short range courses of action for assigned projects.

  • Analyze all financial statements and project operations to determine current financial and physical strengths and weaknesses, and to identify unauthorized expenditures of funds, adequacy of reserves, and insufficient working capital and cash flow. Initiate and follow through on enforcement actions.

  • Review loan covenants such as Loan to Value Ratio (LTV), Debt Service Coverage Ratio (DSCR), and Interest Service Coverage Ratio (ISCR) to determine that the risk attached to the mortgage loan does not unexpectedly deteriorate prior to maturity.

Occasional travel - 3 to 5 nights per month.

Qualifications

You must meet the following requirements within 30 days of the closing date of this announcement.

Specialized experience:

To be qualified for this position at the GS-12 level, you must have at least one year of specialized experience equivalent to the GS-11 level. This experience is defined as:

Specialized experience includes experience with mortgage loan originations for Federal Housing Administration multifamily mortgage insurance programs. Examples of such experience could include:

  • Analyzing and comparing financial statements to determine risk; OR
  • Applying policies and procedures governing housing programs; OR
  • Reviewing loan information requests from borrowers; OR
  • Assisting in portfolio management and oversight.

Time-in-Grade:

In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:

For the GS-12, you must have been at the GS-11 level for 52 weeks.

Time After Competitive Appointment:

Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.
