PURPOSE: The purpose of this position is to process and manage third-party payments, to perform a variety of complex bookkeeping tasks, and to provide lead worker assistance to other staff. The work is performed under the direction of the Assistant Collector.
JOB DESCRIPTION:
Responsible for handling complex bookkeeping tasks related to Electronic Payment Processing and Electronic Delinquency Reporting
Responsible for compiling and reconciling complex file comparison, record-match, and exception reports for taxpayers participating in electronic payment programs
Provides assistance to window clerks with payments
Provides technical assistance to General Service Reps
Serves as back up for other Account Clerk Ill's
Utilizes Spreadsheet and Query software to perform extensive research involving tax accounts and multi-account payers
Communicates issues, findings, and resolutions to appropriate parties which may include taxpayers, mortgage companies, taxing services, leasing companies, attorneys, taxing authorities, banks, trustees, and other county departments
Communications may be verbal and/or written and often include providing sufficient supporting documentation
Reviews overpayment and changed reports to either issue refund checks or apply as advance payments for future tax years
Performs special projects demanding knowledge of taxation and collection statutes
Handles difficult customer relations, performs overrides on transactions with supervisor approval, and cuts checks
Assists with opening or closing procedures for the department
Assists taxpayers at windows or phone as needed to handle routine and non-routine tax collection.
REQUIREMENTS:
Education
Job Experience
3 years' of experience
Minimum three years' experience in modern accounting and bookkeeping
Knowledge, skills and abilities
Knowledge of County tax process and procedures preferred.
Knowledge and skills in maintaining records and ledgers.
Proficiency in Microsoft Word and Excel.
Ability to create and develop spreadsheets using Excel.
Ability to perform data comparisons and other data integrity actions.
Familiarity with database query functions.
Ability to establish and maintain effective working relationships with co-workers.
Ability to communicate tactfully and effectively with the public.
Ability to make independent decisions in accordance with policies and regulations.
Employment is contingent upon successfully passing a full criminal background check.
Requires successful completion of onsite computerized clerical skills testing with the following minimum scores:
