This position is located in the Office of System Safety, Office of Transit Safety and Oversight (TSO). This position will serve as an Accident Investigator within TSO, and as such, will perform around-the-clock operations of time critical accident investigations.


As an Accident Investigator, you will:
Scrutinize transit operations, safety measures, and/or mechanical systems to ensure the identification of transit safety issues, conduct safety oversight of transit practices, work to improve accident investigation procedures, work closely with industry and other government agencies to promote transit safety, and develop and recommend policies and procedures governing transit accident and incident investigations.
Serve as an Accident Investigator within TSO, and as such, is required to support round-the-clock operations for accident investigations in coordination with TSO management and the Lead Accident Investigator.
Represent the FTA as a party participant during National Transportation Safety Board (NTSB)-led investigations, as necessary. Participate in NTSB technical reviews, as necessary.
Collaborate with the Lead Accident Investigator, scrutinizes transit operations, safety measures, and/or mechanical systems to ensure the identification of transit safety issues, conduct safety oversight of transit practices, work to improve accident investigation procedures, work closely with industry and other government agencies to promote transit safety, and develop and recommend policies and procedures governing transit accident and incident investigations.
Prepare comprehensive written reports of investigative activities in a timely manner and in accordance with FTA policy and procedures.
The ideal candidate for this position is an experienced transit (Light Rail or Heavy Rail or Bus operations) professional who has expertise in one or more of the following areas: accident investigation, NTSB/safety recommendations processing, Safety Management Systems, and accident investigation data analysis.

To meet the minimum qualifications for this position, you must (1) meet the Education Requirement for the series, (2) provide a copy of transcripts for verification, AND (3) meet either the education or experience qualifications for the grade at which you are requesting consideration.

To qualify for the GS-13, you must have at least one year of experience equal or equivalent to the GS-12, it must include:
Experience in advanced principles, concepts, theories and practices of transit operations, transit accident investigation and transit safety in order to provide recognized expertise in the conduct and management of investigations of transit safety events; identify and select transit safety recommendations; and evaluate Federal, State and local transit safety.
Experience analyzing and evaluating evidence, accident reports, transit safety hazards, transit safety plans, operations and procedures.
Experience writing, briefing and presenting technical information on safety rules, operating procedures, accident reports and safety studies to Congress or industry or the general public.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Learn more about this agency Responsibilities The Deputy Executive Director for the Office of Accident Investigation and Prevention participates fully with the Executive Director in carrying out the management and coordination of the accident investigation program, data analysis and safety management system programs, along with the National Transportation Safety Board (NTSB) and FAA safety recommendation programs. In the absence of the Executive Director, the Deputy Executive Director serves in the full capacity of the Executive Director. Specific responsibilities include: Represents the Associate Administrator for Aviation Safety and is the principal staff element of the FAA with respect to advising the Associate Administrator on accident investigation matters. Monitors, conducts and maintains liaison with all internal FAA elements and with external public, private and domestic or international safety elements concerning accident investigation matters. Responsible for the oversight of accident/incident investigations and special safety problems or trends to identify safety issues and make recommendations to reduce the likelihood of recurrence of accidents or incidents to enhance aviation safety in air commerce. Provides broad policy and program direction for the development of an Aviation Safety Information Analysis and Sharing (ASIAS) program that transitions the FAA from a diagnostic to a prognostic approach to safety analysis through promotion of a broad multidimensional Government-Industry effort to develop state-of-the-art incident analysis methodologies, analytical tools and sharing capabilities.
