With this in mind, we seek to hire an Academic HR and Lead Payroll Analyst to serve as the lead academic and payroll professional for a wide range of human resources and payroll functions for academic employees in the School of Education (SOE) and the School of Public Policy (SPP). The incumbent leads activities supporting academic HR and payroll-related competencies in the following areas:

Employment and selection, labor relations, payroll, and leave administration. The incumbent develops communication methods to ensure that management, faculty and other academics across the organization are properly informed, trained and oriented to academic human resource and payroll practices, processes and procedures. The incumbent analyzes, formulates, and recommends academic personnel and payroll actions on behalf of the Dean's office both at the Control Unit and at the Academic Department Level.

The Academic HR and Lead Payroll Analyst serves as the lead for all payroll-related functions and is responsible for training the members of the Academic Personnel and Human Resources (AP/HR) Team supporting the SOE and SPP and ensuring team members remain up to date on UCPath changes, system enhancements, etc. The incumbent will interact with the UCPath Center, UCR business systems, campus departments such as BFS, CSC, central HR, central AP and Accounting. The ideal candidate will demonstrate a high level of racial literacy given that UCR is an HSI, MSI, and AANAPISI located on Indigenous lands in what we now call the Inland Empire.

This position is eligible for hybrid work. The full salary range for the Academic HR and Lead Payroll Analyst is $71,100 - $128,700 annually. However, the expected pay scale for this position is up to $90,000 annually.

We base salary offers on a variety of considerations, such as education, licensure and certifications, experience, and other business and organizational needs. Applicants must have current work authorization when accepting a UCR staff position. Currently, we are unable to sponsor or take over sponsorship of an employment Visa for staff.

As a university employee, you will be required to comply with all applicable University policies and/or collective bargaining agreements, as may be amended from time to time. Federal, state, or local government directives may impose additional requirements.

The incumbent applies payroll concepts to perform complex analysis regarding pay processing adjustments, including retroactive pay, tax withholding, and overpayments. Provides analysis for multifaceted payroll issues, including complex payroll retro activity and terminal pay.

Manages other complex matters including accruals, benefits, leaves of absences, overpayments and underpayments. Resolves time and attendance issues. Investigates inaccuracies in payroll data and submits adjustment requests as appropriate.

Processes Salary Cost Transfers (SCTs) to correct errors in accordance with UC and agency-specific guidelines. Tracks work permit end dates and appointment end dates, and ensures renewals are processed in a timely manner. Sends out call to faculty for summer salary payment requests, coordinates with financial analysts for funding approval, and processes payments in UCPath.

Demonstrates racial literacies and capacity for advising employees on various onboarding and offboarding activities for all academic employees.Provides strategic advice and counsel to unit head by analyzing and interpreting system-wide and organization policies, collective bargaining agreements, academic personnel procedures and practices.Analyzes and interprets guidelines and policies to provide advice and counsel to unit clients on issues such as compensation, work-eligibility (visa) matters such as H1-B processing or PR application, and benefits considerations.Identifies and customizes training needs for diverse constituencies.Facilitates/manages the academic review processes, identifying issues relating to policy and compensation.Independently manages the payroll for all ASEs (Associate Ins, Teaching Assistants, Readers) and Graduate Student Researchers (GSRs). Coordinates with the Graduate Program Coordinators and Financial Analysts on student's employment eligibility and funding availability. Analyzes and evaluates ASE and GSR appointments to determine eligibility for student fee remissions and graduate student health insurance (GSHIP) benefits. Ensures experiential increases are processed in accordance with bargaining contracts.Counsels Senate and non-Senate faculty and other academic staff concerning moderate to complex work-related problems.Participates in academic personnel and equity and justice focused diversity related work groups, campus training initiatives, and committees as needed.

Serves as an IAMRiverside coordinator and assists with resolving issues associated with employee NetIDs. Maintains personnel files and records ensuring strict security and confidentiality in accordance with the Information Practices Act and other personnel policies. Prepares periodic and ad hoc reports as requested. Other duties and special projects as assigned in support of SOE and SPP's strategic goals.Coordinates the academic search process, including placement of ads, drafting of search plans, and conducting the initial screening of materials submitted.Analyzes merit and promotion cases for faculty.
