Applied Research Associates (ARA), Inc. has a contingent opportunity for multiple full-time Senior Program Managers in our Crystal City Office, located in Arlington, VA. Upon ARA's successful receipt of contract award, this individual will be assigned to manage a specialized task area. The successful applicant may have relatively recent experience on the HQ USAF Civil Engineer (A4C) staff. This position requires strong analytical skills and problem solving abilities to thrive in a cross-functional setting.

Basic Qualifications:

  • Candidate must possess an active Department of Defense Top Secret Clearance *ARAClear

  • Applicant must be a U.S. citizen

  • Bachelors' Degree in engineering, science or information systems technology

  • 10+ years of relevant experience

  • Innovative and fresh thinking with a 'can do' attitude

  • Ability to manage and prioritize numerous assignments

  • Organized individual, with prioritization and time management skills

  • Excellent written and verbal communications skills

  • He/she must be able to function in a team-oriented environment and be able to interact professionally with employees and management at all levels

Desired Qualifications:

  • Recent Air Staff Civil Engineer (A4C) experience

  • Experience as an analyst or program manager in an Air Force Staff function (HAF, MAJCOM, AFCEC, AFIMSC) or DoD strategic program office

  • Technical ability to perform duties related to facilities engineering and planning and programming for large programs.

  • Environmental program management and development of AF programs, policies, guidance, regulations

  • Broad knowledge of AF and DOD corporate processes, A4C strategic partnerships with OSD, Navy, Marine Corps, Army, SAF, AFIMSC, AFCEC

  • OSD Planning, Programming, Budgeting and Execution (PPBE), POM processes; and PEM support

  • Substantial knowledge in installation and mission support areas with the ability to collaborate with/lead complex teams and to analyze and interpret strategies and guidance from Senior AF leaders

  • Familiar with facility and infrastructure requirements and processes.

  • Ability to grasp and competently apply policy for project requirements definition, programming, and execution.

  • Able to analyze legislative direction, DoD policy, and processes, and propose improvements/solutionsboth technically and administratively.

  • Knowledge of utilities privatization program management

  • AF, Service Delivery and Development Process (SDDP), and organizational change management processes.

  • Experience providing strategic direction, facility energy and water use management and oversight on energy policy, innovation, partnerships, technology, and program development at the Headquarters AF or Secretariat level, or equivalent,

  • Broad understanding of power grid, renewable, operational and facilities energy
