Applied Research Associates (ARA), Inc. has a contingent opportunity for a full-time Principal Program Manager in our Crystal City Office, located in Arlington, VA. Upon ARA's successful receipt of contract award, this individual will be responsible for managing a very large contract within the Pentagon. The successful applicant should be a retired Air Force Civil Engineer at the O-6 (Colonel) or GS-15 level and have relatively recent experience on the HQ USAF Civil Engineer (A4C) staff. This position requires strong analytical skills and problem solving abilities to thrive in a cross-functional setting. Duties include advisory and assistant to HQ USAF for all Air Force Civil Engineer disciplines as well as strategic communications and Air Force Career Field Management:

  • Retired senior Air Force Civil Engineer O-6 (Colonel) or GS-15

  • Current SECRET clearance, preferable current TOP SECRET clearance

  • Recent Air Staff Civil Engineer (A4C) experience

  • Will provide management, direction, administration, quality assurance and quality control, and leadership for the execution of the contract

  • Will serve as the primary point of contact (POC) for all technical aspects of contract

  • Will provide program management support for and supervision of all contractor personnel under this contract. This includes the management and oversight of all activities performed by contractor personnel, including subcontractors, to satisfy the requirements identified in this contract

Job Functions: Large program management, supervision, cost/schedule/performance, strategic planning, preparation and delivery of presentations, and report writing.

Required Experience:

Basic Qualifications:

  • Candidate must possess an active Department of Defense Secret Clearance *ARAClear

  • Applicant must be a U.S. citizen

  • Bachelors' Degree in engineering, science or information systems technology

  • 20+ years of relevant experience

  • Retired senior Air Force Civil Engineer: O-6 (Colonel) or GS-15

  • Recent Air Staff Civil Engineer (A4C) experience

  • Experience leading large staffs of exceptional performers

  • Master's Degree in Civil Engineering or related discipline

  • Proficiency with Air Force roles and missions, and organizational structure

  • Working knowledge and understanding of DoD planning, programming and budgeting process

  • Exceptional Microsoft Office product skills

  • Innovative and fresh thinking with a 'can do' attitude

  • Ability to manage and prioritize numerous assignments

  • Organized individual, with prioritization and time management skills

  • Excellent written and verbal communications skills

  • He/she must be able to function in a team-oriented environment and be able to interact professionally with employees and management at all levels

Preferred Qualifications:

  • Professional Engineer (P.E.) certification

The successful Principal Systems Engineer / Program Manager will need a sense of ownership of the full project lifecycle, performing: Pre-Proposal Business Development Support: Develop innovative technical concepts and solutions for advanced systems across multiple disciplines (hardware, real-time software, signal processing, integration and test) and multiple sensor modalities. Meet with client decision makers to describe our existing capabilities and to help shape future opportunities Proposal Support: Provide hands on technical and programmatic leadership during proposals, Program Execution: Lead a diverse, multi-disciplinary team to achieve program cost, schedule, and technical objectives with a high level of customer satisfaction. Primary Responsibilities Perform market research to qualify new business opportunities, including analysis of customer budget, capabilities required, current customer preferences, competitive environment assessments, and incumbent strengths and weaknesses. Coordinate meetings with customers, competitors, clients, and teammates to develop market insight on requirements, acquisition strategy, acquisition timing, and contract vehicle choices. Drive all aspects of the opportunity pursuits successfully through the Win Plan process. Lead for call plan development and execution, and provide detailed reports on follow up activities after plan execution.
