PROGRAM DESCRIPTION

The Facilities Maintenance and Engineering (FME) Directorate is responsible for laboratory space, administrative space, infrastructure, campus landscape, planning, design, maintenance and construction management at Frederick National Laboratory for Cancer Research.

KEY ROLES/RESPONSIBILITIES-

The Project Controls Supervisor will be responsible for:

  • A managerial role, leading and directing the Project Controls team in project estimating, cost/change control, planning/scheduling and reporting activities

  • Providing staff with technical direction, training, supervision, and annual employee reviews

  • Managing, presenting, and attending regularly scheduled meetings with staff and customer representatives

  • Directing the preparation and presentation of construction estimates, current cost forecasts, and schedules

  • Preparing analysis and innovative solutions to cost, engineering, and planning/scheduling problems

  • Defining a systematic, quantifiable modeling approach to analyze projects

  • Working independently and with management to define project requirements, tasks, and timelines

  • Developing and managing initiatives to achieve operational and strategic goals and objectives

  • Preparing construction cost estimates, functional studies, and schedules

  • Formalizing and communicating requirements to Project Managers for submitting Government approval requests

Qualifications:

BASIC QUALIFICATIONS

To be considered for this position, you must minimally meet the knowledge, skills, and abilities listed below:

  • Possession of Bachelor's degree from an accredited college/university according to the Council for Higher Education Accreditation (CHEA). (Additional qualifying experience may be substituted for the required education). Foreign degrees must be evaluated for U.S. equivalency.

  • In addition to the education requirement, a minimum of eight (8) years of relevant experience

  • In depth experience/expertise in project controls & engineering within the construction industry

  • 2 year supervisory/lead experience and skills in applying team building leadership

  • Must be able to obtain and maintain a security clearance

PREFERRED QUALIFICATIONS:

Candidates with these desired skills will be given preferential consideration:

  • Expertise in Primavera scheduling software

  • Hands on competence in preparation of Means based estimates

  • Proficiency in Microsoft Office

  • Experience in laboratory construction and facilities maintenance

  • Experience in making decisions regarding complex issues and assessment of staff performance

  • Ability to multi task and stay organized in a fast-paced environment

  • Strong communication skills with all levels of personnel through written and oral presentations

  • Ability to work in a team and communicate technical information with management and senior level customers

  • Thorough knowledge of project controls tools and procedures providing comprehensive analysis to aid project execution and final reporting at closeout

  • Strong writing skills necessary for preparation of periodic reports to the Government and Senior Management detailing overall FME status and performance

Assist in guiding project through local, State and Federal building restrictions and code compliance. Accurate budgeting, scheduling, logistics, ICRA, ILSM from conception through completion. Follow the CAR/PAC process for pre-validation, validation and request for full funding. Take a leadership role in finding new methods/approaches to help execute work faster and more efficiently. Challenge assumptions and bring new ideas to the table that could benefit the entire department in executing our role. Maintain a vendor ranking and ensure we reinforce success by re-engaging firms that perform excellent work and value the relationships in the system. Collecting historical cost and schedule data to utilize in predicting future cost and time to execute projects (send to corporate at projection completion). Ensure all parties on the project have executed a contract and have provided all the required insurances prior to commencing work. Ensure the highest ethical standards when dealing with our vendors. Ensure vendors compliant with the terms of the agreement and that the business terms agreed are fair to both the vendor. Use business term guidelines.
