Learn more about this agency Responsibilities The Bureau of Land Management (BLM) is hiring Ethics Counselors for BLM offices throughout the United States. The positions will report to the the Supervisory Ethics Counselor, who will be based in the BLM Director's Office, Ethics Program Office, in Washington, DC. Some duties of the Ethics Counselors: * Provide authoritative ethics advice, opinions, and training for all levels of BLM managers and employees. * Speak with the authority of the Supervisory Ethics Counselor on complex issues and problems involving traditional ethics subjects. * Serves as the primary point of contact regarding questions related to new and emerging ethics policy and program development. * Provides advice and guidance concerning legislative proposals and initiatives associated with a federal ethics program activities and operations. * Works with BLM Employee Relations Specialist, the DOI Ethics Office, and the Inspector General's Office in the investigation of violations of ethics-related criminal statutes and regulations, and instances of scientific misconduct. * Manages the BLM's electronic FDonline financial disclosure system and the public financial disclosure reporting process. Communicates with filers regarding their financial disclosure reports. Assists other ethics officials with questions that arise during their review of employee financial disclosure reports. Functions as a liaison with the DOI Department Ethics Office regarding the administration of the FDonline system. * Provides high level advice to the Supervisory Ethics Counselor and acts with full authority in all matters pertaining to ethics issues. * Develops and implements an ethics internal communication plan to keep BLM employees continuously informed about the ethics rules. * Monitors the effectiveness of BLM ethics training programs in accordance with regulatory requirements. Responsible for overseeing both on-line and in-person training modules and all ethics training in a variety of forums including presentations at regional offices, field stations, and classes in other forums. Responsible for coordinating training programs with the DOI Departmental Ethics Office. Travel Required Occasional travel - Travel to the field or for training and conferences is required. Coordinates and/or performs servicing activities on mortgage and real estate loans. Duties and Responsibilities: * Responsible for coordinating and performing servicing activities on mortgage and real estate loans. * Ensures courteous, timely and accurate response to all borrower inquiries and or complaints related to existing mortgage and real estate loans. May direct callers on new loan and refinance requests. * Coordinate with servicing vendor and borrower to ensure timely and accurate processing of all servicing activities, including, but not limited to: electronic payment plans, payment issues/research, payoffs, quotes, modifications, replats, easements, partial releases, service released issues, arm conversions, loss mitigation activities, multifamily activities and related documentation consistent with investor insurer and/or guarantor requirements. * Coordinates and/or performs servicing activities on short term real estate to include; review and approval of subordinations, HELOC closures as required and assist RETLC as needed with closing and reopening issues. May assist REO with review and recommendation on replats and partial releases for Real Estate loans. * Oversees work flow on real estate reconveyances, reviews and signs. * Responsible for supporting loan origination and refinance activities by providing mortgage loan information to AUMC originators as required. Act as 1st level of escalation between origination staff and the servicing center on mortgage issues. * Assist management as necessary with obtaining required documentation from servicing vendor for investor quality control reviews, external and internal audits. * Perform Landsafe internal control reviews * Responsible for providing management with a monthly report and feedback regarding customer service and vendor issues. * Maintain current knowledge and ensures investor guarantor, insurer and credit union policies and guidelines are followed and personnel are kept current on investor guideline changes. * Perform other duties as assigned. Requirements Education: High school graduate or equivalent. Creditable Experience in Lieu of Education: Two years responsible real estate lending experience or one year at the loan officer level.
