Database Engineer (Job Number:440189) Description: SAIC has a contingent opportunity for a Database Engineer to support a GoArmyEd contract. This position is contingent upon contract award and will be located in Huntsville, AL. The Database Engineer: * Establishes database management systems, standards, requirements, guidelines and quality assurance for database deliverables, such as conceptual design and architecture, logical database, capacity planning, external data interface specification, data loading plan, data maintenance plan and security policy. * Specific responsibilities of the Database Engineer include working with clients to translate business requirements into a logical model that will accurately support and represent the client's entity relationship and flow of data including: developing the appropriate database framework to convert the logical model into a physical model including the creation and maintenance of schemas containing windows, screens, tables and columns and reports that support the model; and making recommendations to maximize operating efficiency, support storage requirements and vendor software updates, enforce data governance, ensure recovery is maintained. * Also, participates in quality assurance and develops test application code in client server environment. PROBLEM COMPLEXITY: * Provides technical solutions to a wide range of difficult problems where analysis of data requires evaluation of identifiable factors. * Solutions are imaginative, thorough, practicable and consistent with organization objectives. Job Description: Duties & Responsibilities * Lead provider communication data initiatives based on internal business owner requirements. * Assist in the design, development and testing of the provider related databases. * Ensure proper provider identity is captured and reportable by provider role, location and contract status. * Coordinate the technical implementation with both the technical and operational data owners. * Drive provider data related projects / initiatives as assigned. * Understands the lifecycle of provider data from source to target, including a comprehensive understanding of how the business uses the data. * Solve complex problems and develop innovative solutions. * Acts as a data steward to provide proactive education and training to end users across the system to eliminate data integrity issues. * Provide explanations and information to others in non-technical terms on the most complex issues * Conduct documentation redesign and clean-up efforts and provide feedback to reduce errors and improve processes and performance. * Partner with the business and team members to define and deliver solutions that leverage existing data sets and new data sets, create new metrics and new data visualizations. * Translates needs, issues, and ideas into effective strategies and action plans. * Provides technical consulting to users of the various systems and advises users on conflicts and inappropriate data usage. * Responsible for prototyping solutions, preparing test scripts, and conducting tests and for data replication, extraction, loading, cleansing, and data modeling for data warehouses. * Maintains knowledge of software tools, languages, scripts, and shells that effectively support the data warehouse environment in different operational areas. Required Job Qualifications: Education * Bachelor's degree or equivalent work experience required. Equivalent experience is defined as 4 years of professional work experience. Experience * 5 years' experience working on data management, modeling, and integration. * 5 years' experience with advance reporting tools * 2 years of IT lifecycle experience and process management * Proven leadership and project management experience required; preferably those that involve multiple business systems or departments * 3 years' experience working with Facets, Emptoris, CAQH, and Cactus is highly desired * An understanding of provider identity, practice composition, affiliations and provider location for appropriate data segmentation is highly desired * 3 years' experience in communication systems or CRM is highly desired * Experience in methods of data profiling and data cleansing is highly desired Skills/Certifications * SAS\SQL\SSIS skillset is highly desired * Proficient in Microsoft Office (Outlook, Word, Excel and PowerPoint) * Excellent oral and written communication skills. * Strong interpersonal and organizational skills * Must be a team player, be organized and have the ability to handle multiple projects * Ability to work independently with minimal supervision or function in a team environment sharing responsibility, roles, and accountability * Detail oriented with strong analytic skills * Ability to prioritize in an environment of rapid change * Able to direct project outcome based on long term business objectives Job Specific Requirements: Number of Openings Available: 1 Worker Type: Employee Worker Sub-Type: Regular Company: BCBST BlueCross BlueShield of Tennessee, Inc.
